This position is located in the Office of the Chief Financial Officer (OCFO). OCFO administers financial management programs necessary to support the Agency's program and administrative activities. This position is eligible for up to 8 days telework per pay period and other flexible work arrangements. Employee participation is at the discretion of the supervisor.

Duties

Participates with the FSIS Chief Financial Officer (CFO) and Deputy CFO (DCFO) in formulating and recommending policies and programs for fiscal review and analysis of operations to evaluate operating procedures, etc. Provides liaison services and collaborates with officials of the OCFO, Agency, Department, and other Federal and state governmental organizations in coordinating such policies and regulations. Communicates program plans, missions and objectives, work assignments, projects, issues, resolution of work problems, or deadlines. Identifies appropriate financial data sources, gathers source data, and conducts data analytics to newly implemented policy, regulations, controls, or business cases. Resolves any findings involving cross-cutting issues by creating corrective action plans, including internal control deficiencies.

Requirements

  • You must be a US Citizen or US National.
  • Males born after 12/31/1959 must be Selective Service registered or exempt.

  • Successful completion of one-year probationary period, unless previously served.
  • Subject to one-year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-13 grade level for consideration for the GS-14 grade level.). Specialized Experience: You must have at least one year of specialized experience equivalent to the GS-13 grade level in the Federal service that includes: Experience with financial management activities, such as the theory, concepts, and practices of accounting, auditing, finance, economics and management controls; Experience with Federal programs selected for analysis and their interrelationships; Functioning as a team member, team leader, or individual within the matrix management concept; Advising managers and others in the administrative management organizational framework regarding methodology and processes; and Applying fiscal controls, improvements in procedures, and changes in programs with a view towards cost reduction and improved operating efficiency.
