This vacancy is for a Management and Program Analyst in the Economic Development Administration, Office of the Assistant Secretary for Economic Development, Office of Finance and Management Services within the Department of Commerce.

Duties

As a Management and Program Analyst, you will perform the following duties: Serve as the Contract Officer Representative (COR) by providing contracting packages and other contracting documentation to the acquisition office. Assist the Contracting Officer in the pre-award and post-award phases of the procurement process. Review and evaluate contract proposals, provide recommendations for contract award, modification, or termination to the Contracting Officer. Monitor contract performance. Participate in contract close-out activities. Provide training and guidance to other government personnel regarding procurement processes and regulations. Evaluate and advise on organization structures, methods, and procedures. Analyze and evaluate on a quantitative/qualitative basis the effectiveness of line program operations in meeting established goals and objectives. Develop, analyze, and evaluate new or modified program/management policies, regulations, goals, or objectives. This Job Opportunity Announcement may be used to fill other Management and Program Analyst, GS-0343-13, Full Performance Level (FPL) GS-13 positions within the Department of Commerce in the same geographical location with the same qualifications and specialized experience.

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. This handbook is available on the Office of Personnel Management's website located at: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/ Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. SELECTIVE PLACEMENT FACTOR: You must possess a Level II Federal Acquisition Certification for Contracting Officer's Representatives (FAC-COR). This information must be documented in your Application/Resume. AND SPECIALIZED EXPERIENCE: To qualify at the GS-13 level, you must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as: Managing multiple contracts for licenses and services related to digital platforms, services, and/or systems that enable mission/program execution; Coordinating with mission/program, budget, technical, cybersecurity, and/or with other stakeholders to ensure effective and efficient contract award and management for the implementation and operation of digital platforms, services, and/or systems; and Overseeing the full lifecycle of contracts related to investments in an organization's digital platforms, services, and/or systems in collaboration with Contracting Officers and mission/program leadership.
