This vacancy is for a Management and Program Analyst in the Economic Development Administration, Office of the Assistant Secretary for Economic Development, Office of Finance and Management Services within the Department of Commerce.

Duties

As a Management and Program Analyst, you will perform the following duties: Serve as the Contract Officer Representative (COR) by providing contracting packages and other contracting documentation to the acquisition office. Assist the Contracting Officer in the pre-award and post-award phases of the procurement process. Review and evaluate contract proposals, provide recommendations for contract award, modification, or termination to the Contracting Officer. Monitor contract performance. Participate in contract close-out activities. Provide training and guidance to other government personnel regarding procurement processes and regulations. Evaluate and advise on organization structures, methods, and procedures. Analyze and evaluate on a quantitative/qualitative basis the effectiveness of line program operations in meeting established goals and objectives. Develop, analyze, and evaluate new or modified program/management policies, regulations, goals, or objectives. AND SPECIALIZED EXPERIENCE: To qualify at the GS-13 level, you must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as: Managing multiple contracts for licenses and services related to digital platforms, services, and/or systems that enable mission/program execution; Coordinating with mission/program, budget, technical, cybersecurity, and/or with other stakeholders to ensure effective and efficient contract award and management for the implementation and operation of digital platforms, services, and/or systems; and Overseeing the full lifecycle of contracts related to investments in an organization's digital platforms, services, and/or systems in collaboration with Contracting Officers and mission/program leadership.
