Duties
WHAT YOU'LL BE DOING DAY TO DAY
As a Public Health Advisor, you will use your knowledge of and experience to optimize business results and customer experience by:
Independently developing literature reviews and environmental scans and performing complex analysis of literature and data from the field and from Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Mental Health Services (CMHS) data to recommend program improvements/enhancements and innovations.
Providing targeted TA to CMHS staff such as researching issues, developing literature reviews and environmental scans, and providing consultation and coaching in response to requests and needs identified through communication with program staff.
Connecting regularly with CMHS colleagues and key components of SAMHSA's Centers and Offices and Federal partners through regular and ad hoc meetings, with the goal of developing strategic partnerships, engaging with external stakeholders through listening sessions, key interviews and ad hoc meetings and helping to coordinate the Center's engagement with external stakeholders.
Developing public-facing resources such as white papers, issue briefs, journal articles, fact sheets and toolkits, as well as briefing binders and talking points for CMHS and SAMHSA, leadership.

Qualifications
WHAT WE ARE LOOKING FOR
Basic Qualifications: Must have experience that provided:
Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.
Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.
Knowledge of a specialized public health program.
Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions.
Skill in oral and written communication, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.

Minimum Qualifications: You must have one-year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-13 grade level in the Federal service performing at least two (2)of the following:
Conducting program/policy analysis, development, or implementation on the topic of co-occurring mental health and substance use disorders.
Designing and/or evaluating treatment programs that incorporate evidence-based practices and integrated care models.
Providing technical assistance, consultation, or capacity-building support to internal and external stakeholders to enhance their ability to implement effective service delivery systems.
Developing and/or delivering briefings, presentations, or advisory services on co-occurring mental health and substance use disorders to federal, state, and local agencies or organizations.
