Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Human Resource Specialist (Development). You can make a difference in the West by assisting in meeting increasing water demands while protecting the environment. Duty Location: Boulder City, Nevada, Lakewood, Colorado, Sacramento, California, and Salt Lake City, Utah THIS IS NOT A REMOTE POSITION. Applicants must reside within the local commuting area of one of the above locations.

Duties

Designs and executes employee and supervisor focus groups that convene as a result of bureau initiatives/surveys, the OPM Federal Employee Viewpoint Survey (FEVS), etc. Facilitates project teams in the analysis of survey findings, development of recommendations, and in executing initiatives resulting from focus groups. Develops assessment plans to measure compliance with required training, effectiveness in transfer of learning, how training is linked to performance on the job and how training supports meeting bureau and DOI strategic goals. Works with DOI counterparts, leaders and managers within the bureau, and operational HR development staff to review and revise training methods, curriculums, delivery methods, etc., to ensure training is both cost effective and efficient in meeting strategic goals. Conducts bureau wide assessments, identifies training needs, formulates training plans based on identification of skill gaps, and provides input to bureau budget team regarding costs for mandatory and discretionary training. Evaluates bureau training programs to determine effectiveness in meeting mission and strategic goals. Designs, develops, implements and assesses complex customer focused programs, policies, and initiatives in the area of Human Resources Development. Acts as an advisor to managers and leadership on the identification and implementation of strategic initiatives in response to trends, critical issues, potential problems related to Human Resources Development and formulates alternatives and recommendations. Designs, develops, and facilitates learning programs and curriculum for leadership and employee development initiatives.

Qualifications

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume. To qualify at the GS-13, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-12 level in federal service having demonstrated experience providing consultation services as a recognized subject matter expert in workforce development principles, methods and strategies for an agency, organization or office. This experience includes applying fundamental methods for instructional design, training course development, and course facilitation over career development and learning activities. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 11/08/2024.
