The Administrative Support Assistant (OA) is located in Education and Nursing Operations Service at the VA Sierra Nevada Health Care System (VASNHCS), Reno, Nevada. This position provides administrative and liaison support for the Education and Nursing Operations Services as well as supporting Geriatrics and Extended Mental Health Nursing Service.

Duties

Major duties include, but are not limited to: Incumbent will prepare administrative correspondence covering both internal and external subject matters. Maintains control of action correspondence and suspense's; performs follow-up action to ensure timely reply/action. Receives and logs outgoing correspondence, reviewing it for correct format, punctuation, spelling, grammatical accuracy, factual correctness, enclosures, dates, signatures, complete addresses, etc. responds to non-technical, but substantive, requests for information involving Service programs and functions, project assignments, internal procedures and relationships, and current work status. Maintains accuracy of database, queries system in response to management and employee questions and requests for information. Incumbent maintains a continual accumulation of all types of data for use in preparation of a variety of reports and suspense's. Compiles and prepares a wide variety of continuing or one-time special statistical and narrative reports from records maintained. Incumbent provides assistance in developing statistical data and special reports, compiling/preparing drafts and finalizing papers and/or similar materials in support of the Service. Uses graphics software to provide charts, and graphs for viewgraphs or paper presentations or briefings. Maintains the calendar for the Chief, ACN and EC/MH Nursing Services which includes scheduling appointments, coordinating meetings, and advising all concerned of upcoming events that will impact service schedules. Assists supervisor in consolidation of the annual operating budget estimates and required justifications for Service. Monitors the expenditure of funds in assigned areas and keeps the supervisor advised of the status of the operating budget and alert to the critical areas where adjustments may be required. Incumbent is responsible for the maintenance of the Electronic Inventory List (Ell); duties include ongoing inventory review, updating appropriate Ells with changes, responding to suspense's concerning this topic, performing annual and semi-annual inventory, and other Ell related tasks as assigned. Incumbent acts as a Contracting Officers Representative on contracts for ACN/ECMH Nursing Services. Creates obligations, prepares all documents for the Contracting Officer needed for the awarding of contracts. Prepares required reports, tracks expenditures, reviews, and approve/reject vendor invoices for payment. Coordinates the onboarding process with Human Resources Management Service (HRMS) for new employees and Students, Without Compensation (WOCs), including preparation of documentation for various identification cards and badges, computer access menus, and meeting other requirements of HRMS or elsewhere in the facility for onboarding new employees. Incumbent is responsible for coordinating with HRMS any personnel actions needing to be generated including but not limited to separations, promotions, change to lower grade, suspensions, leave without pay, return to duty, etc. Incumbent coordinates with HRMS any employee issues related to pay, grade, salary, benefits, etc Incumbent services as the timekeeper for the service by validating time and attendance for all service employees and entering associated data into the appropriate tracking system. Work Schedule: Monday through Friday 7:30 Am to 4:00 PM. Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Telework is approved would be on an AD-HOC basis. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/04/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Using computers and software for word processing, databases, spreadsheets, charts, and graphs; Checking for proper grammar, spelling and punctuation while reviewing documents; Screening requests for information, personally providing authorized information from files and records or advising on established procedures (such as those for employment interviews); and locating and summarizing information from files and documents.. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is normally sedentary, but includes some walking, standing, bending, and carrying of light items such as papers and books. No special physical demands are required to perform the work.
