The incumbent works in the VA Sierra Nevada Health Care System in the Business Service. The incumbent serves as the Lead Health Program Support Assistant in the Patient Benefits Section of Business Service. The incumbent has the primary responsibility of coordinating work flow, prioritizing tasks, and redirecting Health Benefits Advisor Program Support Assistants based on priorities.
Duties
The incumbent is responsible for ensuring that work assignments are carried out by performing a range of duties such as:
Distribute and balance workload among employees in accordance with established workflow and rotation schedule.
Monitor the status and progress of work and make adjustments in accordance with established priorities, obtaining assistance from the supervisor on problems that may arise, such as backlogs, which cannot be disposed of promptly.
Give on-the-job training to new employees in accordance with established procedures and practices.
Maintain current informational knowledge base and answer questions from employees on procedures, policies, directives, etc. and obtain needed information or decisions from supervisor on problems that arise.
Resolve simple informal complaints of employees and refer others to supervisor.
Provide suggestions/feedback to supervisor concerning reassignment, training needs, recognition of outstanding performance and other personnel needs. A
Assists the Supervisor as an administrative advisor to clinical and administrative staff.
Competently interpret the VA Regulations, Directives and the CFR in assisting the clinical and Patient Benefits staff in addition to creative problem solving.
Resolve internal requests by the clinical staff members as the incumbent is regarded as primary liaison between administrative and clinical staff in the Patient Benefits Section.
Is responsible to the Supervisor for assuring compliance with all procedures, policies and directives related to assignments in this section.
Is accountable for operations and functions within the section and subsequent changes thereof.
Is responsible for ensuring accurate collection of statistical data from the section for workload reports.
Is responsible for monitoring the active phone queue and ensuring the all incoming calls are address within established metrics.
As assigned by the Supervisor and within the pre-assigned time frame, the incumbent assists in congressional inquiries, investigating the impact of new directives, guidelines and Medical Center Memorandums and suggests processes that need to be implemented or changed to assure compliance with policy changes.
Work Schedule: Monday - Friday, 8:00 a.m. - 4:30 p.m.
Telework: Authorized - Ad-Hoc, as determined by the agency policy.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/21/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience in applying rules and procedures concerning eligibility, benefits, and/or obligations sufficient to analyze requests and make determinations on cases; explain current criteria for eligibility, benefits or obligations that apply directly to an individual situation; review guidelines and regulations to determine the specific provisions that are applicable to each case, review records presented by an individual or designated source within the agency to determine the status of the individual's case and time span expected for processing the case; and uses computers/software, including VistA, MS Office applications and other similar automated data collection and reporting software.

Physical Requirements: Work involves bending, stooping, standing, walking, carrying less than 15 pounds and using a computer terminal. Work is performed primarily in a climate controlled office setting.
