This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

The program coordinator oversees the daily operation of the program & develops policies & procedures for program operations. They are responsible for the program's budget, developing &monitoring staff compliance with practice, standards & guidelines on documentation, workload, data entry, ethical practice, & service delivery. They execute position responsibilities that demonstrate leadership, experience, & creative approaches to management of complex client care. Duties & responsibilities are carried out throughout the medical center including all clinical & other patient care areas involved with providing diagnostic & treatment services to women Veterans. Provides analysis & evaluation of clinical program data &computerized programs to identify system-wide trends & needs to enhance the quality of service. They prepare reports & statistics for VASLCHCS, Veterans Integrated Service Network (VISN), & national use. Supervises & coordinates interdisciplinary staffing, work assignments, budget, treatment services provided, & admission criteria for the program. Responsible for all phases of service delivery related to the Women Veterans Program. Advocate with appropriate VA & community service providers & agencies when it serves the best interest of the Veteran. Collaborates with other members of the treatment team in the provision of comprehensive health care services to Veterans, ensures equity of access, service, & benefits to this population, ensures the care provided is of the highest quality. May serve on committees, work groups, & task forces at VASLCHCS, the VISN 19, national level, and/or in the community. May provide subject matter expert consultation to colleagues & students on the care of women Veterans offering professional opinions based on experience, expertise, & role modeling effective social work practice skills. Establishes & maintains ongoing education programs for Veterans, community agencies, students, & staff, to facilitate understanding of social work interventions specific to the care of women Veterans. Assess the need for services for women Veterans &implement services for eligible women Veterans as well as to provide oversight to ensure that identified needs are met. Lead the overall delivery of care & services for the growing population of women Veterans, including through program development & management, strategic planning, advocating for women Veterans, outreach, cultural transformation, policy on women Veterans, business planning, staff training, environment of care & capital assets, partnerships with special populations, contracting review, care in the community, & collaboration with services. Partner with special population coordinators & program managers to ensure the needs of women Veterans are addressed across the health care system. Lead local policy &standard operating procedure development as it relates to the WVPM to ensure compliance with national directives. Collaborate with facility leadership to ensure local implementation of national policy related to women Veterans & reviewing & providing input on all facility policies as they are created or revised to support the needs of women Veterans. Collaborate with facility leadership & local contracting staff to review applicable facility contracts related to women's health, including for all CBOCs, health network providers, diagnostics services, as they are created or revised to ensure they meet the requirements that are consistent with national women's health policy. Collaborate with facility leadership to ensure that high quality & gender-specific diagnostic services for women are available in a timely manner at all points of care &ensuring processes are in place for timely patient notification & coordination of care as indicated. Responsible for the program's resource & fiscal management, monitoring control points developing the annual budget, operating within that budget, & accounting for appropriated funds. Collaborate with fiscal &facility leadership to advocate for resources to support programs to meet the needs of women Veterans. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the 3 accreditation standards for a masters of social work. Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/. Grade Determinations: Social Worker (Program Coordinator), GS-13 Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs. (a) Skill in coordinating and implementing one or more specialty program(s), across the facility. (b) Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive. (c) Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s). (d) Ability to collaborate with internal and external partners to further program goals and enhance patient centered care. (e) Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action. (f) Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget. (g) Knowledge of organizational structure and impact on program operations. Driver's License: A current, Valid State issued Driver's License is required for this position. Preferred Experience: Minimum of one year experience in the Women's Veteran Program. Physical Requirements: Must be in overall good health, able to sit at a desk working at a computer, engage in light to moderate physical activity including sitting, walking, bending, and carrying supplies. Social Worker must be able to perform primarily light and sedentary duties with occasionally moderate physical demands, exercise patience, and control emotions, with reasonable accommodation, if necessary, without endangering the health and safety of the social worker or others. This position requires a valid state driver's license and local travel to provide community-based care to Veterans. The position requires significant travel in the community, through use of a government vehicle or other individual arrangements, to meet with representatives/stakeholders who provide assistance and support to Veterans in clinics, medical centers, Community Clinics, etc. This position also requires close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; and repetitive motions of the wrists, hands, and/or fingers.
