This position is located in the Mental Health Service for SLC VAMC. The duties and responsibilities involve broad program management of the Services for Outpatient Addiction Recovery (SOAR) Programs. The SOAR Programs are an important component of the facility that significantly impacts the health care provided to veterans. Decisions made by the SOAR Social Worker Program Coordinator affect staff and other resources and are made while exercising wide latitude and independent judgment.

The Services for Outpatient Addiction Recovery (SOAR) Social Worker Program Coordinator is a member of Mental Health Service Senior Leadership and reports directly to the Associate Chief of Mental Health Service This position is located in the Mental Health Service at the George E. Wahlen Veterans Affairs Salt Lake City Health Care System, Utah.
The incumbent has full responsibility for managing frontline supervisors, the day-to-day activities of the programs, and directly supervising staff. They are responsible for strategic planning to ensure the provision of high-quality services, as well as developing and implementing short- and long-term goals and objectives consistent with the programs' strategic plans. The incumbent develops and implements policies and procedures to meet programmatic goals, VHA policy and external accreditation requirements, monitors outcomes using data-driven quality assurance processes, and implements strategies for improvement based on data analysis.
Oversees administrative and program management and development responsibilities for SOAR and its subspecialty programs, which includes Intake Clinics, Care in the Community Consult coordination for addiction treatment, Opioid Addiction Treatment Program, Tele-SOAR Program, and General and Intensive Outpatient Programs. This includes direct supervision of team supervisor(s).
Ensures the development of local and VISN 19 policy practice, procedures and guidelines, efficient operation of the organizational unit, professional management, priority setting, and meeting deadlines for administrative responsibilities that are complex in scope and that constitute a significant portion of the Medical Center.
Oversees first and second line authority/supervision and both technical and professional accountability for an interdisciplinary team consisting of psychiatrists, psychologists, licensed clinical social workers, nurse practitioners, pharmacists, RN's, peer support specialists, and other health care staff (greater than 20-member team). This includes supervising team supervisors. Has responsibility for development of staff competencies and performance as well as promotion of working relationships and an effective treatment team environment. Interacts with Human Resources and facility leadership in all aspects of SOAR Program staff hiring, performance, and disciplinary action. Has line and staff authority for resource allocations within the program. Implements process improvements to maximize efficiency and cost-effectiveness.
Manages treatment programming, staff development, and environment of care at a level that meets or exceeds required CARF and Joint Commission accreditation standards, as well as local facility and VA Central Office expectations for service delivery.
Oversees program performance and patient outcomes. To this end, implements and maintains a system of measurement to assess patient progress and treatment outcomes.
Develops and maintains effective working partnerships with community providers, such as community-based residential treatment programs. Collaborates with external and internal partners to further patient care and program goals.
Ensures decisions are made exercising wide latitude and independent judgment. Reports to the Associate Chief, Mental Health Service, but largely operates in an independent manner on a day-to-day basis, with full responsibility to keep the supervisor apprised of activities and any issues in need of close collaboration.
Acts as a member of the MHS Senior Leadership Team along with the Chief and Associate Chiefs of MHS, and the other team supervisors. As such, the incumbent directly participates in the overall management of MHS, including decisions regarding clinical services provided, program development, resource allocation, staffing and staff workload issues. Oversees SOAR program fiscal matters, 4Cast resources, and equipment needs.
Provides a full range of therapeutic interventions, including: individual therapy, psychoeducation, and care coordination.
Work Schedule: Mon-Fri 7:30am-4:00pm. May be required to work some nights and weekend depending on agency needs.

Qualifications

Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f).
Driver License. Social Worker must be able to pass VA requirements for operation of a government vehicle. Position may require minimal travel, through use of a government vehicle or other individual arrangements, to meet with representatives/stakeholders who provide assistance and support to Veterans in clinics, medical centers, Community Clinics, etc. Applicants must have a valid Drivers License.
Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of
Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/.
Grade Determinations:
Social Worker Program Coordinator -SOAR , GS-13
Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
AND
Licensure/Certification. Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
AND
Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs.
Skill in coordinating and implementing one or more specialty program(s), across the facility.
Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive.
Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s).
Ability to collaborate with internal and external partners to further program goals and enhance patient centered care.
Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action.
Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget.
Knowledge of organizational structure and impact on program operations.
Assignment. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety and be performed by the incumbent at least 25% of the time. At this grade level, social worker program coordinators oversee the administrative and clinical aspects of a major specialty treatment program, such as, but not limited to: Post Traumatic Stress Disorder, Substance Abuse Treatment Program, Home-Based Primary Care, Mental Health Intensive Case Management, Caregiver Support Program or Transition and Care Management Program, or a combination of programs located at one facility or multiple divisions of a facility. They are responsible for coordinating interdisciplinary
staffing, work assignments, budget, treatment services provided, and admission criteria for the program. The program coordinator may or may not have supervisory responsibilities. They have full responsibility for all phases of service delivery for a major specialty program. The program coordinator is responsible for the program's resource and fiscal management, monitoring control points developing the annual budget, operating within that budget, and accounting for appropriated funds. They are administratively responsible for the programming and operations of the program assigned, develop policies and procedures for program operation, and prepare reports and statistics for facility, VISN, and national use. Program coordinators provide
leadership, direction, orientation, coaching, in-service training, staff development, and continuing education programs for assigned staff. They initiate and conduct program or service audits and complete designated clinical practice audits and reports, including productivity. Program coordinators oversee program operations and evaluations, identifying areas for improvement, gathering relevant data, assessing the data, developing and implementing ideas for improvement, and evaluating efficacy of improvement efforts.
Preferred Experience: One year of supervisory or leadership management experience.

Physical Requirements: Must be in overall good health, able to sit at a desk working at a computer, engage in light to moderate physical activity including sitting, walking, bending, and carrying supplies. Social Worker must be able to perform primarily light and sedentary duties with occasionally moderate physical demands, exercise patience, and control emotions, with reasonable accommodation if necessary, without endangering the health and safety of the Social Worker or others. Social Worker must be able to pass VA requirements for operation of a government vehicle.
Position requires walking throughout the clinic and/or Medical Center, standing for extended periods of time, and involves sitting at a computer and in counsel and consultation with Veterans and interdisciplinary teams.
Position may require minimal travel, through use of a government vehicle or other individual arrangements, to meet with representatives/stakeholders who provide assistance and support to Veterans in clinics, medical centers, Community Clinics, etc.
This position also requires close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; and repetitive motions of the wrists, hands, and/or fingers.
