This position is located in the Mental Health Service at the George E Wahlen VA Salt Lake City Health Care System, Salt Lake City, Utah. The duties and responsibilities involve broad program management of the Substance Abuse Residential Rehabilitation Program (SAARTP). The SARRTP is an important program component of the facility that significantly impacts the health care provided to veterans and is an important VISN 19 and National Resource.

VA Careers - Social Work: https://youtube.com/embed/enRhz_ua_UU Duties include but are not limited to: Essential Program Management and Supervisory Responsibilities (75% of time) The incumbent has direct administrative and program management and development responsibilities for the entire Substance Abuse Residential Rehabilitation Treatment Program (SARRTP). SARRTP is a 30-bed, two-unit, residential treatment program for persons with substance use disorders and a wide variety of co-occurring mental health disorders. Each unit of the program includes two distinct but overlapping treatment tracks: Track A is generally a shorter program which provides SUD-focused treatment to individuals with a primary substance use disorder diagnosis, who may also have a co-occurring non-PTSD mental health disorder; Track B is a longer program for veterans with co-occurring substance use disorder and PTSD diagnoses. Responsibilities include ensuring efficient daily operation of the organizational unit, professional management, and assisting in administrative responsibilities that are complex in scope and that constitute a significant portion of the Medical Center. The Salt Lake City SARRTP is considered a local, VISN 19, and National Resource. As such, the Program Coordinator collaborates with leadership and line staff across VISN 19 and the VA Central Office to coordinate resources, programming, and care for veterans traveling from other regions to receive residential treatment services at the SLC SARRTP. Has direct supervisory responsibility, and both technical and professional accountability, for an interdisciplinary team consisting of psychiatrists, physician assistants, psychologists, licensed clinical social workers, addiction therapists, peer support specialists, and other professional and non-professional health care staff. The incumbent has full responsibility for management of an effective therapeutic milieu in the residential treatment environment. The incumbent is responsible for maintaining a healthy environment of care. The incumbent engages facility services, such as Bioengineering, Information Technology, Patient Safety, and Environmental Services, to correct deficiencies in the treatment and work environment. Maintains awareness of physical safety of staff and patients. Ensures that treatment programming, staff development, and the environment of care are managed at a level that meets or exceeds required accreditation standards by the Joint Commission on Accreditation of Rehabilitation Facilities (CARF). Is responsible for Program performance and patient outcomes. To that end, implements and maintains a system of measurement to assess patient progress and treatment outcomes. Develops and implements new programming or special projects that improve the efficacy and safety of residential treatment. Oversees the establishment of program monitors and outcome measurements using data-driven quality assurance processes. Assist in the timely completion of all program evaluations and documents required by the Medical Center, Health Care System, VISN, and VACO, ensuring compliance with monitoring entities. Develops and maintains effective working partnerships with community providers, such as community-based treatment programs. Has line and staff authority for resource allocations within the SARRTP, coordinates the budget for the program, and provides in-service and staff training. Implements process improvements to maximize efficiency and cost-effectiveness. In the aforementioned capacities, decisions are made exercising wide latitude and independent judgement. The incumbent reports to the Associate Chief, Mental Health Service, but largely operates in an independent manner on a day-to-day basis. Clinical Responsibilities (20% of time): Performs psychosocial and substance abuse assessments of patients seen in the SARRTP. Provides a full range of therapeutic interventions, including individual psychotherapy, marital/family therapy, psychoeducation, and care coordination. Provides consultation to non-psychologist team members on a wide variety of patient care issues. Academic/Teaching/Training: (5% of time) Provides task consultant clinical supervision to Social Work Interns completing training rotations in the SARRTP. Is involved in the Social Work Training Program. Is involved in the training of social work and psychology interns and post-doctoral fellows, medical and psychiatric residents, nursing students, and other trainees that rotate on the SARRTP unit. Work Schedule: Monday -Friday, 8:00am-4:30pm (MST) Some nights/weekends may be required based on agency needs. Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. ? 7403(f). Must Possess a Valid State Drivers License. Grade Determinations: Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs. (a) Skill in coordinating and implementing one or more specialty program(s), across the facility. (b) Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive. (c) Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s). (d) Ability to collaborate with internal and external partners to further program goals and enhance patient centered care. (e) Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action. (f) Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget. (g) Knowledge of organizational structure and impact on program operations. Assignment. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety and be performed by the incumbent at least 25% of the time. At this grade level, social worker program coordinators oversee the administrative and clinical aspects of a major specialty treatment program, such as, but not limited to: Post Traumatic Stress Disorder, Substance Abuse Treatment Program, Home-Based Primary Care, Mental Health Intensive Case Management, Caregiver Support Program or Transition and Care Management Program, or a combination of programs located at one facility or multiple divisions of a facility. They are responsible for coordinating interdisciplinary staffing, work assignments, budget, treatment services provided, and admission criteria for the program. The program coordinator may or may not have supervisory responsibilities. They have full responsibility for all phases of service delivery for a major specialty program. The program coordinator is responsible for the program's resource and fiscal management, monitoring control points developing the annual budget, operating within that budget, and accounting for appropriated funds. They are administratively responsible for the programming and operations of the program assigned, develop policies and procedures for program operation, and prepare reports and statistics for facility, VISN, and national use. Program coordinators provide leadership, direction, orientation, coaching, in-service training, staff development, and continuing education programs for assigned staff. They initiate and conduct program or service audits and complete designated clinical practice audits and reports, including productivity. Program coordinators oversee program operations and evaluations, identifying areas for improvement, gathering relevant data, assessing the data, developing and implementing ideas for improvement, and evaluating efficacy of improvement efforts. Preferred Experience: Supervisory experience or other demonstrated leadership role for one year. References: VA Handbook 5005 /120 PART II APPENDIX G39 Physical Requirements: Must be in overall good health, able to sit at a desk working at a computer, engage in light to moderate physical activity including sitting, walking, bending, and carrying supplies. Social Worker must be able to perform primarily light and sedentary duties with occasionally moderate physical demands, exercise patience, and control emotions, with reasonable accommodation, if necessary, without endangering the health and safety of the Social Worker or others. Social Worker must be able to pass VA requirements for operation of a government vehicle. Position requires walking throughout the clinic and Medical Center, standing for extended periods of time, and involves sitting at a computer and in counsel and consultation with Veterans and interdisciplinary teams. Position requires travel to meet with Veteran representatives and stakeholders in clinics, medical centers, VISN and State offices that provide assistance and support to Veterans. This position also requires close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; and repetitive motions of the wrists, hands and/or fingers.
