You will serve as a PROCUREMENT SYSTEMS & BUSINESS ANALYST in the Contracting Department, Policy Division of NAVSUP FLC PUGET SOUND.
Duties
You will be Procurement Systems Analyst supporting the department and detachments in the role of super user.
You will perform Business Analyst support for the department, contract administrative functions, systems administration, file room management, supply management, and acquisition and financial database input.
You will act as Full super user roles and responsibilities as the system and functional administrator for the (SPS), (ERP), (EDA), (FPDS-NG) and all associated procurement systems utilized.
You will structure and generate contracting reports for various types of contracting related actions, requests, procurement reviews, investigations, and dashboard metrics.
You will monitor and evaluate the database performance, to determine problems and provide corrective actions such as recovering/restoring data and returning the system to normal operations.
You will provide directive-instructions to system users to circumvent the reoccurrence of the same problems.
Requirements

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- Males born after 12-31-59 must be registered for Selective Service.
- This is a bargaining unit position.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
For GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-09) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Supporting the department and detachments in the role of super user; 2) support for the department, contract administrative functions, systems administration, file room management, supply management, and acquisition and financial database input; 3) Providing Full super user roles and responsibilities as the system and functional administrator for the Standard Procurement System (SPS), Navy Enterprise Resource Planning (ERP), Electronic Document Access (EDA), Federal Procurement Data System - Next Generation (FPDS-NG) and all associated procurement systems utilized; 4) Submits trouble tickets via Navy 311 to the Lead Functional Coordinator for resolution.
For GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.

FOR THE GS-11 GRADE LEVEL:
Have successfully completed a Ph.D. or equivalent doctoral degree.
OR
Have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR
Have successfully completed an LL.M. degree that is related to the position being filled.
OR
Have a combination of experience and education that equates to one year of experience. Percentage of education plus percentage of experience must equal 100%.
FOR THE GS-09 GRADE LEVEL:
Have successfully completed a master's or equivalent graduate degree.
OR
Have successfully completed two full years of progressively higher graduate level education leading to a master's degree.
OR
Have obtained an LL.B. or J.D. that is related to the position being filled.
OR
Have a combination of experience and education that equates to one year of experience. Percentage of education plus percentage of experience must equal 100%.
