This position is with the Department of Veterans Affairs, National Cemetery Administration (NCA), Office of Finance and Planning, Financial Systems Oversight & Transformation Service.

Duties

The purpose of this position is to develop, test and improve VA's Integrated Financial and Acquisitions Management Systems (iFAMS) and develop an effective training program for field level operations by analyzing and evaluating the effectiveness of financial training, systems testing, and systems operations. The incumbents are responsible for assisting in the overall planning of an effective NCA financial testing and training program; the implementation and improvements to the new financial and acquisitions system, policies, and procedures for the prescribed finance training, for recommending improvements to the existing system/training materials as needed; testing requirements, and for providing management with timely financial information and measurements on programs. Serves as NCA Finance Training Coordinator for NCA Chief Financial Officer (CFO). Works under the Financial Systems Oversight & Transformation Director to design, develop and implement essential NCA financial testing and training programs and skill assessments/matrices. Writes and updates financial training directives, policies, or procedures to incorporate any necessary changes. Analyzes and evaluates post-training satisfaction surveys to assess the effectiveness of classes delivered and identify areas in need of improvement. Provides NCA management with recommendations on career development principles and practices for financial professionals. Participates and conducts complex analysis, management studies and reviews, particularly those with significant effect upon the NCA organizational structure, policies, processes, operations, fiscal controls and economy, and those where the boundaries of the studies may be broad. Acts an expert on these projects, advising top management on major training deficiencies. Organizes assigned projects, plans and directs team study work. Participates and analyzes complex projects, including all aspects of project planning, execution, and close out of assigned projects. Responsibilities often include but are not limited to; monitoring project milestones and critical dates to identify ways to resolve schedule issues and to keep management aware of the situation; proactively assessing variances from the project plan and developing and implementing changes as necessary to ensure the project remains within the specified scope, time, cost, and quality objectives. Position Description Title/PD#: Management Analyst/PD1644595 and PD1644596 The full performance level of this position is GS - 13. At the level GS-11 and GS-12, you will perform similar duties but under closer supervision. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Salary: Based on Rest of US pay table, locality determined upon selection. Qualifications

To qualify for this position, applicants must meet all specialized experience and time in grade requirements within 45 days of the closing date of this announcement, 10/31/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-12 position you must have served 52 weeks at the GS-11. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional non-award SF-50 that clearly demonstrates one year time-in-grade. Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Advanced experience working with Integrated Financial and Acquisition Management System (iFAMS). You may qualify based on your education and/or experience, as described below: GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. For a GS-11 position you must have served 52 weeks at the GS-09. Examples of specialized experience would typically include, but are not limited to developing, testing, and improving a Financial and Acquisitions Management System; Developing an effective training program for field level operations by analyzing and evaluating the effectiveness of financial training, systems testing, and systems operations. Facilitating the implementation and improvements to the financial and acquisitions system; creating policies and procedures for finance systems training, recommending improvements to the existing system/training materials; providing management with timely financial information and measurements on programs. Writing, reviewing, and updating all technical writing assignments that pertain to financial administrative policies, operating procedures, handbooks, directives, etc. and transforming this information into readily understandable, easy to read language. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for the GS-11 level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR, Combination: Applicants may also combine education and experience to qualify at the GS-11 level. You must have a combination of specialized experience and education beyond the 36 semester hours of graduate education earned. GS-12 and GS-13 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. For a GS-12 position you must have served 52 weeks at the GS-11. For a GS-13 position you must have served 52 weeks at the GS-12. Examples of specialized experience would typically include, but are not limited to developing, testing, and improving a Financial and Acquisitions Management System; Developing an effective training program for field level operations by analyzing and evaluating the effectiveness of financial training, systems testing, and systems operations. Physical Requirements: Work is primarily sedentary but involves the use of a personal computer so a degree of manual dexterity and visual acuity sufficient to utilize these tools is required. Some slight physical efforts are required in that the incumbent lifts and carries reference books, working papers and similar items to and from meetings. No special physical demands are required.
