You will serve as a FACILITY SERVICES SPECIALIST in the Public Works Department of NAVAL FACILITIES ENG COMMAND ATLANTIC.

Duties

You will manage difficult and challenging FSC projects in various geographic locations with complex missions and functions. You will review and analyze cost reports to assure charges are authorized and appropriate. You will review project progress, measure performance and take necessary corrective actions to maintain schedule and cost. You will prepare written guidance and correspondence to explain requirements to contracting personnel, contractors, and reviewing officials.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Position requires to comply with Federal Procurement Policy Act (41 USC 423) as amended. An OGE Form 450, Confidential Financial Disclosure Report is required annually, per guidelines in Joint Ethics Regulation, Section 7-300.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Evaluating cost analysis to conduct negotiation of contract prices, terms and conditions; 2) Providing guidance relating to contracting processes and procedures to personnel and 3) Performing inspections/reviews of contractor or third-party work to ensure they are in compliance with the terms and conditions of assigned contracts.
