You will serve as a CONTRACTING OFFICER REPRESENTATIVE in the EXPEDITIONARY DEPARTMENT, CONTINGENCY ENGINEER/THEATER ENGAGEMENT DIVISION of NAVAL FACILITIES ENG COMMAND ATLANTIC.

Duties

You will determine alternatives to procurement procedures for proper completion of contracting assignments. You will inspect completed contract work to identify deficiencies that require correction. You will monitor contractor performance and ability to deliver products, services, and systems to contract schedule and within cost. You will gather program information from a variety of sources to resolve issues surrounding work operations and contract support.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • Must be able to obtain and maintain a Secret security clearance while employed in the subject position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Selectee will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Selectee must obtain and maintain a current valid United States driver’s license.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
  • The incumbent must obtain, maintain and use a Government travel card.
  • Procurement Integrity Certification: This position is required to comply with Federal Procurement Policy Act (41 USC 423).

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing knowledge of performance evaluation methods and surveillance plans and techniques for oversight of contractor performance; 2) Monitoring a full range of contracts, contracting plans, and contracting changes for propriety of acquisitions methods, contract type, and documentation; 3) Developing pre-award and post award schedules and cost estimates for new solicitations or contract modifications; 4) Providing technical guidance on contract contractual performance requirements. The work may involve work shifts beyond 8 hours a day. Fatigue may result from long work hours and uncomfortable living conditions. WORK ENVIRONMENT: Work is usually performed in an office setting with occasional visits to job sites, contractor offices, and customer facilities. Generally, indoor work location has power, water, heating and air conditioning, although outages should be expected. Living quarters may be prefabricated units with private sleeping/living space and shared bathroom facilities. The work involves moderate risks or discomforts that require special safety precautions while in the presence of construction and other industrial operations. Employees may be required to use protective clothing or gear: i.e., hard hats. Coats, steel-toed boots, goggles, gloves or shields. Environmental conditions may include temperature extremes. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
