You will serve as a FACILITY SERVICES SPECIALIST in the Public Works Business Line, Facilities Services Contracts Division (PW2) of NAVAL FACILITIES ENG COMMAND ATLANTIC.

Duties

You will create reports to document cost estimates, customer requirements, work scheduling, or tracking of work in progress. You will develop technical packages for procurement to include (technical specifications), Functional Assessment Plans (PAP) and Performance Assessment Plans (PAP) using the NAVFAC FSC annex and sub annex template system. You will analyze technical proposals for conformance with the Performance Work Statements and evaluate cost proposals against the Independent Government Estimates. You will use data processing software (e.g., Outlook, Excel, Word, PowerPoint, or similar software) to create reports.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites.

Qualifications

GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Conduct training in contracts management and services acquisition, develop inspection schedules, and prepare cost estimates and general business processes associated with facilities services work; 2) Develop complex contract technical packages, performance assessment plans, and conduct reviews of contractor?s operation; 3) Draft performance work statements and specifications to capture customer requirements in order to publish Requests for Proposals; 4) Perform basic computer tasks in the Microsoft Office Suite along with utilizing corporate databases such as but not limited to Maximo, eProjects, eContracts, and RS Means to execute daily tasks. GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-9 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilize facility acquisition policies, procedures and regulations along with contractor performance evaluation and cost and price analysis techniques to develop large complex Base Operating Support contracts; 2) Identify typical and best business practices for facilities services, sources of supply, and market conditions related to the facility services product line; 3) Participate in technical review boards to recommend selections for contract awards; 4) Communicate effectively with all levels of the chain-of-command to conduct problem solving meetings, workshops, and training. Education

If applying to the GS-11 grade level: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of a Ph.D. or equivalent doctoral degree,
OR
Successful completion of 3 full years of progressively higher-level graduate education leading to such a degree,
OR
Successful completion of an LL.M., if related,
OR
A combination of experience and education as described above that equates to one year of experience. In which the percentage of the required education plus the percentage of the required experience equal one hundred percent.
