Duties

This position is located in the Defense Logistics Agency Energy, Commander's Action Group (CAG), Business Management Office, Military and Deployment Support (DLA Energy-DPEA). Responsible for business management, financial management, personnel management, and administrative management including planning and analysis in support of the Director, CAG and the Chief of Staff. Serves as a program manager responsible for a variety of analytical work as well as for providing technical guidance to the DLA Energy staff on complex issues where little guidance is available. Serves as an analyst and technical advisor for all Military Personnel matters and is responsible for work associated with evaluations, transfers, promotions, separations, re-enlistments, awards, training, and related services... ...for active duty, reserve forces and Individual Mobilization Augmentee (IMA) programs assigned to DLA Energy. Responsible for independently resolving problems, offering guidance to individual service members, supervisors, senior leaders, and executives in the implementation of new policies and revised regulations and briefing various levels of management. Serves as part of DLA Energy Force Provider (FP) Team, providing manpower solutions for DLA Energy expeditionary requirements... ...to include manning deployment requirements for DLA, DLA's Global Rapid- Deployment Force (GRF), CCMD requests for support, and DoD's Expeditionary Civilian (EC) Program.

Qualifications

To qualify for a Management and Program Analyst, your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Reviewing qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of assigned administrative and technical programs. Administering military personnel policies, procedures, and regulations in order to serve as a technical authority. Exercising management practices, procedures, principles, and theories used to conduct studies and devise solutions to enhance organizational and operational economy, efficiency and effectiveness. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
