Duties
Serves as a Financial Mangement Analyst responsible for conducting quality assurance reviews and for the planning, design, revision, implementation and maintenance of an entire accounting business process.
Leads or conducts complex studies and analyses of accounting operations and systems involving interfaces and interrelationships between and among different accounts.
Analyzes and evaluates DOD procedures, policies, and program goals related to financial processes across the DFAS network.
Plans and oversees the design of specialized programs and accounting requirements across the DFAS network.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: applying financial management principles, theories, procedures, and applications to analyze financial operations; participating in enterprise-wide audit readiness initiatives by identifying internal control standards, control objectives, risks, and deficiencies in financial policies, procedures, operations or systems; and, recommending solutions to financial management problems to enhance the validity, accuracy, and integrity of financial processes, data, and statements, or comparable to the GS-12 level if outside the federal service.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-13, applicants must have served 52 weeks as a GS-12 or higher in the Federal service..
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
Education
Education is not substitutable for specialized experience at this grade level.
This position requires you to obtain and maintain a Level 2 Certification under the DoD Financial Management (FM) Certification Program as a condition of employment. If you are selected, you will have to obtain this certification within two (2) years of your entry on duty in the position unless you are already in a position that requires a Level 2 Certification in which case you must complete the certification within the original 2-year period.
