About the Position: Responsible for the preparation and processing of all civil works activities relating to program planning and budgeting, program and budget execution, workload/staffing, manpower, organization management, finance and accounting and other functions necessary for assessing and improving program development and execution processes. Serves as a primary programmatic advisor to the Chief and Assistant Chief, Operation Division, Operations Managers (OMs) and Branch Chiefs.

Duties

Defends, analyzes and coordinates, and forecasts manpower requirements for Operations Division programs for the Program Year and ensuing 3 years by category, funding source and function. Leads in the planning and coordinating of project cost estimates according to budgetary guidance, administration and Office of Management and Budget (OMB) guidance. Coordinates project cost changes to reflect proper adherence to budgetary timelines, targets and guidance. Oversees and coordinates administrative or program/budgetary related assignments for branches, area offices and projects. Oversees the managing, monitoring, and reporting on manpower requirements, allocations, and various other financial duties Assists in identifying lags in execution due to hired labor, services or contract slippage Ensures the organization's strategic plan, mission, vision and values are communicated to the Operations Division management team and integrated into the District's Project Management Business Processes. Assists the Division Chief/Assistant Chief in determining the organization structure and staffing requirements for the effective and timely accomplishment of functions of the Division Reviews active work items monthly to determine unexpended balance of funds in relation to work still to be performed.

GS-11 Specialized Experience: One year of specialized experience which includes: managing Civil/Direct funds and the impact decisions have on those funds; researching financial data to create reports for senior leadership on the status of project funds; preparing substantial documents to include spreadsheets with formulas, slide presentations, and PivotTables using automated software such as Microsoft Office; performing analyses of financial data from a variety of sources to propose solutions to issues; and analyzing historical data and financial records to assist with the creation of budgets for programs/projects. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: PhD or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Project or Program Management OR Accounting.ORCombination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS-12 Specialized Experience: One year of specialized experience which includes: performing in-depth analysis of programs; monitors the programming and budgeting of long-range resources, advising operations and program managers on the utilization of their resources in program areas, ensuring resource requirements are fully stated and justified; create long range budgets (e.g. three years out) based on parameters provided and defend the projections on factual data; preparing substantial documents to include spreadsheets with formulas, slide presentations, and PivotTables using automated software such as Microsoft Office; conducting financial or budgetary studies and analysis based on historical spending to recommend improvements to prevent errors and improve budget execution; ensuring adequate funding for programs and projects through manpower and monetary sources; and developing, preparing and submitting budgetary proposals and changes.. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job at the GS-12, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
