About the Position: This position directly supports the Chief of the Programs and Project Management Branch in the development of the civil works program. Additionally, they participate in interpreting and implementing manpower allocations guidance, legislative intentions, budgetary and policy guidance, and regulations about programming on civil works activities.

Duties

Create budget year estimates, ensuring resource requirements are clearly stated, and assisting the Project Manager in executing the budget. Create, analyze, and monitor project funds allocation. Provide recommendations to project managers, and prepares detailed reports on budget funds, schedules, and data. Work with project managers to create annual work plans. Recommend schedule adjustments, and adjust resources as needed to meet project requirements when work demand exceeds capabilities. Review and interpret guidance and regulations. Apply knowledge of operating programs and interrelationships to develop documents and schedules. Manage resources efficiently for optimal productivity, collaborating with financial and Real Estate staff to complete asset accounting actions. Develop data and prepare required reports, fact sheets, charts, or other output documents. Use comprehensive knowledge of principles and operation of financial management databases or other automated information systems. Apply knowledge of project management automated information systems such as Primavera to track and report project schedules. Identify, analyze, and resolve funding issues, developing alternative solutions for conflicting goals. Discuss and recommend procedural solutions to resolve conflicts. Compile data for program and project analysis, analyzing progress, problems, obligations, expenditures, and effectiveness of assigned projects. Coordinate cost estimate preparation and perform various review, analysis, and reporting duties related to project performance and budget activities.

Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience for GS-12: One year of specialized experience which includes: 1) Creating, defending, and executing budget plans and estimates for projects/programs. 2) Reviewing and interpreting guidance and regulations. 3) Utilizing financial management software (e.g. CEFMS), project management software (e.g. P2/Primavera or Microsoft Project), and other software and systems (e.g., Microsoft Office Suite or similar products, business intelligence software such as EDW, etc.) to frequently reconcile and cross-cross-reference data across these systems. 4) Utilizing spreadsheet software (e.g. Microsoft Excel) to create diverse products with multiple functionalities (e.g. pivot tables and Vlookups). 5) Conducting a comprehensive analysis using various data sources. 6) Writing and delivering various materials and presentations to facilitate management oversight, analysis, processes, train others, and justify an organization's major deliverables (e.g. Budget). 7) Resolving funding problems and developing alternative solutions to ensure goals are met. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-11. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
