About the Position: This position directly supports the Chief of the Programs and Project Management Branch in the development of the civil works program. Additionally, they participate in interpreting and implementing manpower allocations guidance, legislative intentions, budgetary and policy guidance, and regulations about programming on civil works activities.

Duties

Build project budgets or office overhead budgets and monitor the execution of those budgets. Prepare, monitor, analyze and control funds obligation and expenditure schedules. Develop special analyses and compile data on project and program costs. Support the estimate of Manpower/Staffing fund allocations, requirements, expenses, workload, schedules, organizational configurations and contracting levels IAW congressional appropriations. Support, represent, and defend the development of the civil works program. Interpret and implement budget, policy and regulatory guidance about programming and budgeting to develop local guidance. Analyze workload distribution throughout the year in support of recommended adjustments in manpower strength and distributions. Prepare actions using automated financial information systems to obtain data to develop spreadsheets, tables, and reports. Use various automated information systems, (i.e., Corps of Engineers Financial Management System (CEFMS). Provide alternative solutions involving the resolution of conflicting goals and objectives, (e.g., increasing workload coupled with decreasing availability of funds for salaries, supplies, and equipment). Provide guidance to junior staff. Create detailed analyses and data for various stakeholders, including senior staff, media, and the general public, to provide information on program justification, funding, and execution status.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience for GS-12: One year of specialized experience which includes: 1) Creating, defending, and executing budget plans and estimates for projects/programs. 2) Reviewing and interpreting guidance and regulations. 3) Utilizing financial management software (e.g. CEFMS), project management software (e.g. P2/Primavera or Microsoft Project), and other software and systems (e.g., Microsoft Office Suite or similar products, business intelligence software such as EDW, etc.) 4) Utilizing financial reporting software (e.g. Microsoft Excel) to create diverse products with multiple functionalities (e.g. spreadsheets, pivot tables and Vlookups). 5) Conducting a comprehensive analysis using various data sources. 6) Writing and delivering various materials and presentations to facilitate management oversight, analysis, processes, train others, and justify an organization's major deliverables (e.g. Budget). 7) Resolving funding problems and developing alternative solutions to ensure goals are met. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-11. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
