The position requires expert knowledge of data management systems used in VHA. The responsibility of the position is to carry out various assignments of a comprehensive nature designed to assist the Associate Director for Patient Care Services in directing and evaluating the effectiveness of Nursing Service. The position is involved in developing, analyzing, evaluating, advising on, training, and improving the effectiveness of Nursing Service.
Duties
Duties include:
Uses available data to determine current performance, develops and implements local performance measures as needed to assess current status and determine areas targeted for improved effectiveness and efficiencies in the service.
Assesses individual needs to determine appropriate level of menu access for staff.
Serves as the liaison between the service and acquisition services for purchasing.
Researches problems that impact the quality and efficiency of the service and discusses concerns with leadership to identify and implement remedial action.
Functions as the project manager/liaison to other departments/organizations to ensure proper implementation and training of applicable software or equipment installations.
Responsible for providing studies and recommendations to leadership.
Responsible for analyzing current Nursing Hours per Patient Day (NHPPD) and maintaining the information on a dashboard.
Coordinates ongoing data collection and performs analysis to determine optimal organizational performance.
Analyzes utilization trend data on a monthly/quarterly basis to verify the accuracy of data, identify problem areas, provide objective assessments, prioritize identified problems, analyze variances and recommend appropriate actions and/or alternatives.
Designs, develops, disseminates training materials, SOPs, and develops monitoring tools that provides for the implementation of programs in the service.
Coordination, planning, implementation, and training for nursing service staff for various information technology equipment and software.
Backup Timekeeper. Performs time and attendance for Nursing Service personnel using electronic software program.
Work Schedule: Monday through Friday; 8:00am-4:30pm; subject to change based on the needs of the facility.
Telework: Yes, 1-2 DAYS/PP. VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/01/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Advising management on project planning, risk assessments, and budgeting of equipment and staffing resources.
Utilizing a variety of automated and manual processes to organize and analyze statistical information through database creation and management.
Coordinating, planning, implementing, and training nursing service staff using various information technology equipment, software, and VISTA packages.
Developing and employing advanced qualitative and quantitative techniques to analyze and measure effectiveness, and productivity of Nursing Service.
Operates Microsoft Excel, Access, Word, and Power Point software applications.
OR,
Education: Successfully completed a Master's or equivalent, or 2 years of progressively higher level education leading to such a degree, or an LL.B or J.D.in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. (transcripts required). .
OR,
Combination: Equivalent combination of successfully completed graduate education (beyond the first graduate year or 18 semester hours) and specialized experience to meet the total experience requirements. The education portion must include graduate courses that demonstrates the knowledge, skills, and abilities necessary to do the work of the position. (transcripts required).

Physical Requirements: Regular and recurring work is mostly sedentary involving sitting at a desk, although the position requires the ability to move from one geographic location of the facility to another. The position works with a computer screen and keyboard. Some physical effort such as standing, walking, bending or prolonged sitting may be required. The position may be exposed to walking to outlying areas. The work places no special physical demands on the employee.
