This position is located within Quality, Safety, and Values (QSV) Service at the Overton Brooks VA Medical Center. The primary purpose of this position is to serve as a program/policy analyst, evaluator, and advisor to management and key internal/external agency stakeholders. This position is responsible for planning, evaluating, and/or improving the effectiveness of administrative/management operations and/or technical programs and policies.
Duties
Major duties include but not limited to:
Performs advanced evaluation of programmatic or business operations to aid managers and other key stakeholders in making informed decisions on program, planning, and policy issues.
Serves as an advisor to medical center and leadership for highly complex, internal and external issues involving workload, resource use, and information management.
Evaluates existing internal processes and procedures, drafting proposed findings and recommendations to administrative systems.
Uses qualitative and quantitative analysis methods to analyze program-related data and identify and analyze program or policy issues using quantitative data.
Develops and evaluates the governance program using costs benefits analysis tools for consistent, continuing, effective program evaluation.
Analyzes and interprets new or proposed legislation, regulations, or policies to determine impact on programs, operations, and/or management within a specific functional or well-defined program area.
Plans, manages, and completes special and recurring projects to include the formulation of the project methodology, identifying resources required to support the operational and analytical techniques for accomplishment of program objectives.
Develops and provides briefings and reports to leadership and other stakeholders on status of programs and operations, including justifying and defending proposals and resource needs in order to influence decisions and guidance.
Works with key internal and external agency stakeholders on proposed project planning to include the identification of work to be performed, scope of the project and timelines for completion.
Work Schedule: Monday-Friday, 8:00am - 4:30pm, subject to change based on the needs of the facility.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/22/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Utilizes knowledge of pertinent regulations, policies, directives and procedures.
Analyzes and evaluates the efficiency and effectiveness of operations and means to improve them.
Applies knowledge to provide guidance on and justification for execution of missions and program requirements.
Utilizes oral and written communication techniques to present sensitive and sometimes controversial material and recommendations.
Negotiates and persuades high-level managers to adjust operating plans and modify established methods and procedures.

Physical Requirements: The work is primarily sedentary, requiring no special physical demands although occasional travel is required. Work is typically performed in an adequately lighted and climate-controlled office.
