This position functions as a Patient Safety Specialist for Overton Brooks VA Medical Center (OBVAMC). The position is assigned to the Patient Safety Section of the Quality, Safety, & Value Service . The employee works closely with, and provides operational, analytical, and evaluative support to the facility Patient Safety Program Manager and other key staff in addressing the challenges of patient safety.
Duties
Duties may include:
Assists with planning Patient Safety Program activities as assigned.
Uses expert knowledge of analytical and evaluative methods plus a thorough understanding of how regulatory programs are administered to select and apply appropriate program evaluation and measurement techniques in determining the extent of compliance with rules and regulations issued by the VA and NCPS in measuring and evaluating the Patient Safety program accomplishments.
Conducts investigations of issues or problems that have a potential negative major impact on the Health Care System.
Participates in review of systems in Patient Safety Program to ensure Patient Safety Program requirements are met.
Conducts incident reviews and gathers information from clinical and administrative records and conducts interviews of staff. He/she analyzes data, written responses, reports, and records to prepare information required by the Patient Safety Manager (PMS).
Facilitates teams designed to determine root cause(s) and recommends actions, procedures, changes in policy, etc. that are designed to help prevent the recurrence of similar events, improve effectiveness, efficiency, and/or productivity of one or more services or functions.
Establishes, develops and maintains effective working relationships with all levels of management throughout the medical center.
Independently works with National Patient Safety officials, VISN officials, local management, and hospital staff to perform the work associated with the Patient Safety Program.
Serves on various committees and task forces related to patient safety and its functions. COMPETENCY ID: 241

Provides consultation, training, and advice to top management, managers, supervisors, and employees in all matters concerning patient safety.
Build and implement patient safety systems and promote the culture of safety.
Work Schedule: Monday through Friday: 7:30am-4:00pm; subject to change based on the needs of the facility.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/21/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Writes and revises policies and procedures.
Prepares presentations for reporting to leadership.
Executes expert organizational skills.
Manages basic concepts regarding Root Cause Analysis (RCS).
Tracks, trends, and analyzes data for commonalities and variations.
Administers patient safety programs and directives including Just Culture.
OR,
Education: Substitution of Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M, if related (transcripts required).
OR,
Combination of Specialized Experience and Education: Combinations of successfully completed post-high school education (in excess of the first two graduate years or 36 semester hours) and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.)( transcript required).

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required to include walking, standing, bending, stooping, lifting, and/or carrying of light to moderate weight notebooks, manuals, files, supplies, etc.
