The primary responsibility of the incumbent is to support the routine operations of the Virtual Care Program Development, Implementation and Quality initiatives and assist in the development work regarding all business, technical and clinical processes for the development of all Virtual Care programs. The Virtual Care Telehealth program includes Home Telehealth, Clinical Video Telehealth programs, and Store and Forward Telehealth.
Duties
Major duties include but are not limited to:
-The primary responsibility of this position is to support the routine operations of the Virtual Care Program Development, Implementation and Quality initiatives and assist in the development work regarding all business, technical and clinical processes for the development of all Specialty service area.
-This position is expected to work closely with the the service chief , program staff, providers, other healthcare professional team members, clinics, internal and external services, and community agencies.
-The Program Analyst is primarily responsible and accountable for providing data management, professional assessment, coordination and planning of multiple healthcare services and acts on behalf of the Veteran to ensure that necessary clinical services are received.
-This position provides knowledge and insight into program performance and hindrances. The practice of this position is characterized by leadership in improving patient care.
-This position is responsible for data analysis, maintenance and dissemination of standard operating procedures that are or will be needed for Specialty Services and all its modalities.
-This role uses informatics principles, theories, and practices to achieve the visions of transparent technology adaption into clinical practice.
-Conducts special studies and analyzes complex problems of manpower, equipment, workload statistics, space utilization, etc.
-Gathers and analyzes statistical data, trending studies, and personal observations.
-Uses studies, findings, and recommendations for planning, organizing, and controlling long-term operations of the Specialty Service.
-Collects analyzes, extracts, and summarizes data. Identifies significant trends and issues. Forecasts and estimates program requirements.
-Prepares programmatic reports, justifications, charts, graphs, statistical and narrative data, etc.
-Assists with position management. Requests funding for the filling of vacant positions and the establishment of new positions.
Work Schedule: Full Time - Monday - Friday - 8:00am-4:30pm - Subject to change based on the needs of the facility.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/08/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-10. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialized Experience:

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. This education must have equipped you with the knowledge, skills, and abilities to perform the duties of the position at this grade level and is in a field directly related to the position. (TRANSCRIPT REQUIRED)

Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of successfully completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements. Physical Requirements: The work is typically sedentary as the employee sits for extended periods. Some walking; standing; bending; carrying medium to light items such as Telehealth peripherals, desktop monitors, papers, books, small parts; or driving an automobile will be necessary.
