This position is located in the Loan Guaranty Service, Department of Veterans Affairs (VA). Incumbent serves under the direction of the Chief, Specially Adapted Housing (SAH), participating fully in planning and implementing the management and oversight of a nationwide SAH program, a benefit program that provides assistance in the form of a monetary grant to acquire adapted residential housing by certain disabled veterans.

Duties

Specific duties include: Participates in formulation, application, and modification of policies, regulations, and legislation concerning SAH activities to improve program efficiency, effectiveness, and consistency. Considers short and long-range workloads, trends, goals, work improvement strategies, and refined Veteran benefit delivery techniques. Develops, tests, recommends enhancements, and performs maintenance of SAH-related technologies and systems, with a focus on workflow, data collection/reporting, and efficient program administration for the end users. Provides responses to SAH-related issues raised by program participants, Veterans, Regional Loan Centers (RLCs), Central Office staff, and other customers and business partners. Maintains expertise with regard to SAH laws, regulations, policies, and procedures, and assists in maintenance of Central Office SAH records. Provides technical guidance, advice, reviews of completed work, and other responses as appropriate. Independently replies to inquiries from Veterans regarding use of VA benefits and RLC personnel regarding clarifications or interpretations of, directives. Writes formal responses to members of Congress, other Government agencies, and private/nonprofit entities regarding grant administration; inquiries cover all areas of program activities and are primarily related to the resolution of more difficult or controversial issues. Maintains a caseload of SAH cases outside the continental United States (OCONUS); processes OCONUS cases according to established guidelines. Maintain a high degree of sensitivity, tact, diplomacy, and professionalism. Evaluates SAH grant procedures at the RLC and conducts second-level quality reviews of SAH cases. Works with Monitoring unit staff to ensure that quality findings are well documented, properly supported, and timely communicated. Performs program oversight and maintains effective internal controls to ensure that SAH funds and other assets are safeguarded against fraud, waste, and abuse, and are in compliance with Title 38 and all applicable laws. Conducts on-site program site visits as necessary and/or requested. Develops and conducts training for RLC personnel on all aspects of SAH operations to ensure VA maintains a trained and effective work force. Provides outreach, personal contact, and presentations to various internal and external organizations. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:10/29/2024. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade. For a GS-13 position you must have served 52 weeks at the GS-12 level. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-13 Grade Level: Specialized Experience: Specialized experience is defined as possessing an expert knowledge of and skill in applying a wide range of concepts, approaches, practices, regulations, policies, precedents, and analytical, and procedures related to VA guidelines and regulations. The incumbent is knowledgeable in most facets of mortgage industry operations and policy, including workflow dependencies, methods, and measures pertaining to the program. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: The work is primarily sedentary.
