This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serve as a Supervisory Deputy Product Lead (PL) for an assigned Program Executive Office (PEO) located in Redstone Arsenal, AL. This is a pay banded position. The NH-04 band encompasses grades 14 and 15 under the General Schedule (GS) system.

Duties

Lead and coordinate the combined efforts of the Army industrial team in expediting assigned program responsibilities. Responsible for the analysis and evaluation of Foreign Military Sales programs as they affect assigned equipment and services. Oversees planning, cost estimating, program planning, programming, budgeting, program integration, interoperability and oversight of rotary wing platform programs. Direct the development of CH-47 life cycle documentation for assigned projects and funds. Serve as advisor to officials with broader and higher responsibilities on status of project, progress made, projected future plans, and problems.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • One year trial/probationary period may be required.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Program Management certification within 48 months as of entrance on duty.
  • Must be able to obtain/maintain a SECRET clearance.
  • The duties of this position require submission of, on an annual basis, OGE 450, Confidential Financial Disclosure Report.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • Incumbent must execute a written tenure agreement to remain in Federal service in the position for at least three years.
  • This is a Critical Acquisition Position. 4 years of acquisition experience are required.
  • Temporary duty (TDY) travel may be required up to 25% of the time.
  • Selectee may be required to execute a mobility agreement as a condition of employment.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized experience: One year of specialized experience which includes: 1) Experience applying budget and financial management for the administration of major acquisition programs; 2) Experience with the development, coordination, and justification of a comprehensive Program Objective Memorandum brief for multi-million dollar programs; 3) Experience conducting studies and evaluating programs to determine effective use of resources; and 4) Experience leading a team of professionals, planning, prioritizing and assigning workload. This typically includes work performed at the next lower grade/level NH-03 (GS-13) position in the federal service.
