You will serve as a Management and Program Analyst in the Manpower/Personnnel Department, N1, reporting directly to the Deputy, ACOS, N1 COMNECC of CDR NAVY EXPEDITIONARY COMBAT COMMAND.
Duties
You will develop, analyze, implement and evaluate policies within NECC to achieve effective total force manpower use.
You will act as the technical advisor to management and subordinate activities for policy, guidance and specific procedures relative to military and civilian manpower programming.
You will provide expert guidance to management regarding the organizational performance management and performance agreements with other Enterprises and Enablers.
You will conduct studies that are complicated by the need to consider and evaluate he impact of changes in the regulatory and legislation requirements, long-range program goals, ect.
You will collect and analyze pertinent organizational workload data and information to quantify and justify resource requirements; develop statical and narrative data to justify any changes and recommendations.
You will provide management with accurate cost information to support all requests and exhibits for manpower resources and studies.
You will prepare and present Flag level briefings on study findings and recommendations.
You will design, plan and conduct management surveys, and research projects, providing advisory services of a wide variety on substantive issues with extensive scope, complexity, and impact, assessing the overall effectiveness of program operations.
Requirements

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience tracking and managing command's personnel placement.
Experience with working groups related to community management of assigned ratings and designators.
Experience developing and reviewing NEOCS and NOOCs packages for submission.
