You will serve as a FINANCIAL MANAGEMENT ANALYST in the Office of the Commanding Officer Financial Management Accounting Operation Direct Cite Branch of NAVFAC ENGINEERING CMD MID-ATLANTIC.

Duties

You will lead high-level projects utilizing the 5 phases of project management. You will interpret and implement high-level guidance while effectively conveying complex financial processes and technical concepts to both internal and external stakeholders. You will manage team tasks; monitor and review progress; and report on work progress through all stages of completeness. You will monitor and track Key Performance Indicators (KPIs) for the FM12 Direct Citation Branch Area. You will develop supporting documentation to identify or justify changes or improvements to program functions.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level II Certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying financial regulations, policies, and procedures to specific financial issues; 2) Evaluating financial and accounting operations data to ensure cost-effective program and policy support; 3) Demonstrating critical thinking and problem-solving abilities to to address complex financial and technical challenges; 4) Analyzing various lines of accounting to understand the life cycle of a funding document. **NOTE: This experience must be fully supported in your resume to be considered for the position .** Additional qualification information can be found from the following Office of Personnel Management web site: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=List-by-Occupational-Series Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social).
