Duties
You will perform a wide variety of extremely complex and specialized duties encompassing planning, developing, estimating, organizing, scheduling, evaluating, and overseeing facility projects.
You will analyze and develop projects in terms of the impact on resource requirements and develops new and/or revised operating procedures and standards.
You will advise on the facilities management program and projects for assigned locations, the incumbent advises and recommends solutions on all facility related issues.
You will receive and evaluate the feasibility and viability for all facility project requests and services within each NCIS sovereign space and provides appropriate recommendations for the implementation of each specific project.
You will develop validated requirements into project request packages per established procedures. Assists and monitors project implementation to completion.
You will review facilities management policies, procedures, projects studies and other material that sustains facilities and recommends approval to NCIS policies and procedures.
You will serve as the NCIS representative on DoD working groups in support of assigned locations, with authority to negotiate and make decisions on facilities management goals, objectives, and issues affecting NCIS locations.
You will serve as Contracting Officer’s Representative (COR), reviews and coordinates detailed and comprehensive cost estimates, project funding, bid evaluations, and construction estimates in support of facilities management operations.
You will implement NCIS-wide policies and implementing procedures in accordance with mission requirements.
You will recommend approval, modification, or rejection of projects.
You will serve as the subject matter expert government task leader for the specific local or overseas locations, the incumbent meets with the CO, prime contractors, and subcontractors to resolve issues, disputes, or discuss contract status updates.
You will represent NCIS with foreign governments to share information or negotiate terms pertaining to the contract and/or active operations.
You will brief senior management on status updates, current events affecting the contract, and contract health reports on a regular basis.
You will prepare and submit contractor performance feedback for future bid considerations.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position is mission-essential (M-E). The incumbent is required to perform important functions which must continue when inclement weather or other types of emergencies or situations force facilities to close to all non-essential employees.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience creating and administering plans, estimates, schedules, and overseeing all-encompassing work activities associated with the sovereign spaces within the organization. Experience reviewing and discussing facility related issues.
