About the Position: Position provides guidance, interpretations, training and/or briefings on current and proposed laws or policies on retirements to officers and military personnel technicians assigned to the career management branches in OPMD, PERSCOM, Retirement Services Officers, commanders Army wide, in Human Resources Command (HRC), Officer Personnel Management Directorate (OPMD), at Fort Knox, Kentucky.
Duties
Communicates with officers and units.
Review individual officer requests for completeness, accuracy and need for waiver.
Prepare required documentation of officer actions for staffing through OPMD, HRC, G1 or ASA (Mand RA).
Subject matter expert on all branch programs, law, policies and regulations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Appointment to this position is subject to a one-year probationary period unless the requirement has already been met.
- Must be able to obtain and maintain a Secret security clearance.
- Position may be required to work overtime

Specialized Experience: one year of specialized experience which includes: 1) maintaining military human resources (HR) management program for military officers, 2) providing advice and guidance on laws/policies/regulations pertaining to officers' retirements and making recommendations, 3) communicating both oral and written, 4) reviewing and processing retirement actions such as Voluntary and Mandatory Release/Retirement, General Officer retirements, Temporary Early Retirements, Retiree Recalls, Extension for Mandatory Retirement dates or Short-term Extensions, Selective Continuations, and Selective Early Retirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Management, Business Administration, or Human Resources Management. OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.)
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
Position may be filled as a TEMPORARY Promotion NTE 1 year by a current permanent Army employee.
TEMPORARY Promotions may be extended up to a maximum of five years and may be made permanent without further competition.
Position may be filled as a TEMPORARY Appointment NTE 1 year if the candidate is not a current permanent Army employee.
TEMPORARY Appointments may be extended up to a maximum of three years.
