THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION DUTY LOCATION: Human Resources Office (HRO), Middletown, CT AREA(S) OF CONSIDERATION: Area I: All On Board Federal Employees (T5), Tenure 0,1,2,3 within the CTNG with U.S. citizenship. Area II: All On Board Federal Dual-Status Military Technicians (T32), Tenure 0,1,2,3 within the CTNG with U.S. citizenship. Area III: All current and former members of the Connecticut National Guard with U.S. citizenship.

Duties

This National Guard position is for a HR SPEC (INFO SYS) (Title 5), Position Description Number T5030000 (GS-11) or T5039000 (GS-09) and is part of the CT HRO ANG, National Guard. JOB SUMMARY: The purpose of the position is to serve as the senior Human Resources Specialist (Information Systems) in planning, operating and administering the operation of the DOD Enterprise-Wide Automated Human Resources (HR) System called Defense Civilian Personnel Data System (DCPDS). The major duties include, but are not limited to: Exercises technical responsibility for the management of the automated human resources (HR)information system and applies data systems skills and practical HR management expertise to effect smooth operation. Directs, monitors, and controls operations and maintenance of the DCPDS system. Serves as primary representative for training issues related to information systems in HRO. Consults with representatives of serviced organizations and HRO staff to design, implement, and maintain HRO-unique subsystems. Manages the system security management program including performance of access control management, accountability verification and validation of resources, system backup and recovery, virus detection and elimination. Serves as the primary Air National Guard AGR personnel specialist and administrator.

  • The incumbent of this position description must have at a minimum, a completed National Agency Check (NAC) prior to position assignment; must be able to obtain and maintain a secret security clearance.

Qualifications

GENERAL EXPERIENCE: Experience gained through civilian and/or military technical training schools within the human resources business programs are included as general experience qualifications. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade. SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 12 months of specialized experience in the following: GS-09 REQUIRES: Experience at the GS-07 level or the equivalent which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs. Experience in executing personnel programs and Human Resources Information Systems, as applicable to the specific position and its position description. Experience demonstrating a knowledge and understanding of the personnel and manpower core competencies: Organization Structure; Requirements Determination; Program Allocation and Control; and, Performance Improvement. Experience demonstrating a working knowledge of organizational structures; manpower standards; manpower resources; manpower data systems; or, commercial services to include strategic sourcing. Experience in performing personnel program requirements that involve advising supervisors and managers; and, experienced in completing accession planning and processing; classification and position management; and, civilian promotions. Experience in advertising positions, processing assignments or reassignment actions; reviewing human resources development programs; applying education and training policy requirements; discussing retraining procedures; and/or providing retirement options. Experience in discussing the equal opportunity and sexual assault prevention and response programs. Experience in career counseling; completing or editing performance evaluations; and, conducting educational and skill development personnel course programs. Experience in merit principles, personnel plans, programs, and policies to guide or advise others on their implementation activities. Skilled in applying program policies, directives, publications, and training manuals. Experience in allocating manpower resource budgets or execution procedures. Experience in performance management and productivity programs; or, advising on process improvement, best practices, and performance techniques. GS-11 REQUIRES: Experience at the GS-09 level or the equivalent which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs. KNOWLEDGE, SKILLS AND ABILITIES: Skill in collecting and analyzing data effectively, efficiently, and accurately. Ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication. Ability to write English in reports and presentation formats. Ability to communicate clearly and effectively. Skill in presenting formal training presentations and briefings. Ability to assess body language and perceive emotional and/or distress levels. Skill in applying procedures and directives by reading and interpreting program material. Knowledge of a variety of HR management functions to coordinate actions relating to information systems changes and requirements. Knowledge of, and skill in applying a wide range of HR concepts, practices, laws, regulations, policies, precedents, rules and procedures of National Guard full-time employees (dual status(DS)/non-dual (NDS) status, Active Guard Reserves, Active Duty Special Work (ADSW), etc.), as they relate to system processes/functions capabilities and the infrastructure supporting the HR information system, sufficient to provide advice and guidance to state level HR management. Knowledge of the relationship between management needs and National Guard goals and objectives, to include the differences between the philosophies of the Army National Guard versus the Air National Guard. Knowledge of common gateway interface (CGI), client-server environments, trace route, internet protocols addresses, port identification to help resolve printer, client- server issues. Ability to communicate both orally and in writing sufficient to develop and present organizational and position analyses to management to gain acceptance and understanding of findings and recommendations. Skill in conflict resolution and team building.
