THIS IS A TITLE 32 DUAL STATUS POSITION DUTY LOCATION: 103d Force Support Squadron (FSS), East Granby, CT AREA(S) OF CONSIDERATION: Area 1: All currently employed full-time permanent and indefinite personnel of the CTANG. Area 2: All currently employed full-time temporary technician personnel and all current traditional members of the CTANG. Area 3: Individuals eligible for membership in the CTANG. Membership must be satisfied within four (4) months of selection.

Duties

JOB SUMMARY: The primary purpose of this position is to serve as the Supervisory Human Resources Specialist in the Military Personnel Flight of a Force Support Squadron or Flight. Serves as a Human Resources advisor and technical specialist for one of the following specific HR programs: Career Development, Personnel Systems, Manager, Force Development, Customer Support, Human Resources Remote, and/or Readiness. NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Connecticut Air National Guard. The major duties include, but are not limited to: Exercises supervisory personnel management responsibilities. Directs all human resources activities and support services for the host Wing and all supported Airmen, including: Career Enhancements, Customer Service, Employments, Relocations, Personnel Systems Manager, Military Personnel and/or Readiness. Plans, directs, controls, and provides advisory services on all aspects of the Career Enhancement program for both Active Guard Reserve (AGR), unit drill status guardsmen, full time technicians and potential members. Ensures accuracy of human resources data system and performs functional review of data reliability relative to the relocations program. Plans, directs, and controls all aspects of the Customer Service Program. Manages the Air Force Personnel Records System.

Requirements

  • National Guard Membership is required.

  • Must be able to obtain and maintain a secret security clearance.

Qualifications

GENERAL EXPERIENCE: Experiences gained through military or civilian technical training schools, within the human resources business programs, are included as general experience qualifications. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade. SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 1 year of specialized experience in the following: Experience as a GS-09, GS-10, or the equivalent in regard to human resources programs, such as federal civilian, military, or National Guard technician personnel programs. Experience in executing personnel programs and Human Resources Information Systems, as applicable to the specific position and its position description. Experience demonstrating knowledge and understanding of the personnel and manpower core competencies: Organization Structure; Requirements Determination; Program Allocation and Control; and, Performance Improvement. Have working knowledge of the Air National Guard organizational structures; organizational and manpower standards; manpower resources; military grades; manpower data systems; peacetime and wartime manpower requirements and utilization; and, commercial services to include strategic sourcing. Experience in performing military personnel activations, deployments, and redeployments. Experience demonstrating knowledge of readiness status reports and their direct use by managers or commanders. Experience writing, designing, formatting, publishing, and presenting specific program assigned work to peers and immediate supervisors at workshops or special committee meetings. Experience in performing personnel program requirements that involve advising supervisors and managers; and, experienced in completing accession planning and processing; classification and position management; and, civilian and military promotions. Experience in conducting reenlistments, assignment and reassignment actions, human resources development programs, education and training policy requirements, retraining procedures, or retirements. Experience discussing the equal opportunity and sexual assault prevention and response programs. Experience in career counseling; completing or editing performance evaluations; and, conducting educational and skill development personnel course programs. Experience demonstrating knowledge in personnel plans, programs, and policies, and advised others on their implementation activities. Skilled in applying program directives, policies, and training manuals. Experience demonstrating knowledge on manpower resources and allocations in support of the Army and Air National Guard planning, programming, budgeting and implementing procedures. Experience demonstrating knowledge in merit principles, prohibited practices, performance management, and productivity programs; and, experienced formulating process improvement, best practices, and performance techniques. Experience in career broadening human resources programs such as, leading, planning and scheduling work in a manner that promoted smooth flow and even distribution of assigned work requirements. Experience that included guiding employees on human resources military and/or civilian program tasks. Experience in conducting employee performance evaluations; mentoring junior officers, enlisted employees, and federal civilians; managing resources and budgets; and directing assigned work, or leading the employees on program tasks, inspections, exercises, deployments, and/or mobilizations. Experience in effectively and efficiently planning and scheduling work. Experience in leading people and human resources personnel activities that included directing and assigning tasks and projects. Experience in structuring assignments to create viable procedures that resulted in measured and improved task processes. Experience in creating and implementing improvements in mentoring programs and strategies, executing training applications and career development that resulted in the employees' increased performance values in quality work, timeliness considerations, and work efficiencies. Experience in working within merit principles, equal employment, and affirmative action guidelines. KNOWLEDGE, SKILLS AND ABILITIES: Skill in collecting and analyzing data effectively, efficiently, and accurately. Ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication. Ability to write English in reports and presentation formats. Ability to communicate clearly and effectively. Skill in presenting formal training presentations and briefings. Ability to assess body language and perceive emotional and/or distress levels. Skill in applying procedures and directives by reading and interpreting program material. COMPATIBLE MILITARY ASSIGNMENT: All applications will be considered regardless of Branch/AOC/FA/AFSC. Incumbent will be required to be assigned to compatible military position within 1 year of selection. The selected individual may be required to attend formal technician school training.
