DUTY LOCATION: 103d Force Support Squadron (FSS), East Granby, CT
AREA(S) OF CONSIDERATION:
Area 1: All currently employed full-time permanent and indefinite personnel of the CTANG.
Area 2: All currently employed full-time temporary technician personnel and all current traditional members of the CTANG.
Area 3: Individuals eligible for membership in the CTANG. Membership must be satisfied within four (4) months of selection.
Duties
This is an indefinite position that may convert to permanent without further competition.
JOB SUMMARY: The purpose of this position is to administer and accomplish functions of one or more of the following human resources programs: Career Enhancements, Customer Service, Employments, Relocations, and/or Readiness.
NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Connecticut Air National Guard. Applicants who are not currently a member of the Connecticut Air National Guard must be eligible for immediate membership and employment in the Connecticut Air National Guard. The major duties include, but are not limited to:
Serves as advisor to commanders on assigned unit human resources (HR) programs.
Plans, directs, controls and provides advisory services on all aspects of the Career Enhancement program for both Active Guard Reserve (AGR), unit drill status guardsmen, full time technicians and potential members.
Plans, directs, and controls all aspects of the Customer Service Program.
Plans, directs, and controls all aspects of the human resources employment program.
Plans, directs, and controls all aspects of the Relocation program for all members.
Requirements
- National Guard Membership is required.
- Males born after 31 December 1959 must be registered for Selective Service.
- Federal employment suitability as determined by a background investigation.
- Must meet Compatible Military Assignment within one year from placement.
- Wear of the military uniform is mandatory.
- Direct Deposit is mandatory.
- Must be able to obtain and maintain a secret security clearance.
Qualifications
GENERAL EXPERIENCE: Experience gained through military or civilian technical training schools, within the human resources business programs, are included as general experience qualifications. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.
SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 12 months of specialized experience in the following:
Experience at the GS-07 level or the equivalent which provided a basic working knowledge of National Guard missions, organizations, and personnel programs.
Experience of personnel programs gained in a classroom or as an on-the-job trainee.
Experience in human resources business elements and can discuss terminology, concepts, principles, and issues related to this competency.
Experience in using references and resource materials and experience in program functions such as, maintaining personnel records, counseling, or classification and assignments.
Experience performing personnel functions associated with preparing and maintaining position descriptions and manual records, personnel classification or usage, quality force management, managing personnel records and researching record data.
Experience in operating a computer and using varied computer programs.
KNOWLEDGE, SKILLS AND ABILITIES:
Skill in collecting and analyzing data effectively, efficiently, and accurately.
Ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication.
Ability to write English in reports and presentation formats.
Ability to communicate clearly and effectively.
Skill in presenting formal training presentations and briefings.
Ability to assess body language and perceive emotional and/or distress levels.
Skill in applying procedures and directives by reading and interpreting program material.
Knowledge of military human resources policies, rules, guidelines, instructions, etc. to understand the assigned program(s) and converse effectively with functional managers, advise commanders, customers, lower graded personnel, or lower echelons.
Knowledge of overall requirements, objectives, practices and peculiarities of the assigned program area.
Ability to plan, organize work, administer, communicate effectively (both orally and in writing), meet deadlines, gather, analyze data/products, and summarize facts in order to determine adequacy and/or deficiencies of assigned programs.
Knowledge of the mission and the unit is essential in order to provide required support consistent with mission objectives and to coordinate with managers, supervisors, members, customers, dependents, and other offices on human resources issues.
Knowledge of automated systems, personal computers, and software employed in the assigned program area to utilize the systems in developing reports, correspondence and to extract data.
Knowledge and skill in application of analytical and evaluative techniques to identify, consider, and resolve issues or problems peculiar to the assigned program area.
COMPATIBLE MILITARY ASSIGNMENT: All applications will be considered regardless of Branch/AOC/FA/AFSC. Incumbent will be required to be assigned to compatible military position within 1 year of selection. The selected individual may be required to attend formal technician school training.
