DUTY LOCATION: 103d Force Support Squadron (FSS), East Granby, CT
AREA(S) OF CONSIDERATION:
Area 1: All currently employed full-time permanent and indefinite personnel of the CTANG.
Area 2: All currently employed full-time temporary technician personnel and all current traditional members of the CTANG.
Area 3: Individuals eligible for membership in the CTANG. Membership must be satisfied within four (4) months of selection.
Duties
A Recruitment Incentive up to $5,000.00 may be paid to a selected applicant who is newly appointed to the federal government in this position (or if appointment to this position follows a temporary appointment, or a break in federal service of at least 90 days); acceptance of this incentive confers a two-year service agreement in this position.
A Relocation Incentive up to $5,000.00 is authorized to be paid to the selected applicant if he or she is a current federal employee of the US Federal Government. Acceptance of this incentive confers a two-year service agreement in this position.
A biweekly retention Incentive may be paid to the selected applicant of this position, providing that the selectee is eligible. Employees currently serving a trial period are not eligible for a Retention Incentive, and the employee must have a current rating of record of at least fully successful to be eligible. A signed two-year service agreement is required before the Retention Incentive can begin to be paid.
JOB SUMMARY: The primary purpose is to administer and accomplish functions of one or more of the following human resources programs: Career Enhancements, Customer Service, Employments, Relocations, and/or Readiness.
NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Connecticut Air National Guard. Applicants who are not currently a member of the Connecticut Air National Guard must be eligible for immediate membership and employment in the Connecticut Air National Guard. The major duties include, but are not limited to:
Serves as advisor to commanders on assigned unit human resources (HR) programs.
Plans, directs, controls and provides advisory services on all aspects of the Career Enhancement program for both Active Guard Reserve (AGR), unit drill status guardsmen, full time technicians and potential members.
Plans, directs, and controls all aspects of the Customer Service Program.
Plans, directs, and controls all aspects of the human resources employment program.
Plans, directs, and controls all aspects of the Relocation program for all members.
Develops wing readiness plans for the administration of contingencies and mobilizations.
Requirements
- National Guard Membership is required.
- Males born after 31 December 1959 must be registered for Selective Service.
- Federal employment suitability as determined by a background investigation.
- Must meet Compatible Military Assignment within one year from placement.
- Wear of the military uniform is mandatory.
- Direct Deposit is mandatory.
- Must be able to obtain and maintain a secret security clearance.
Qualifications
GENERAL EXPERIENCE: Experience gained through military or civilian technical training schools, within the human resources business programs. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.
SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 12 months of specialized experience in the following:
Experience demonstrating knowledge of National Guard missions, organizations, and personnel programs.
Experience demonstrating knowledge of personnel programs gained in a classroom or as an on-the-job trainee.
Experience demonstrating knowledge of human resources business elements and can discuss terminology, concepts, principles, and issues related to this competency.
Experience in using references and resource materials and experienced in program functions such as, maintaining personnel records, counseling, or classification and assignments.
Experience performing personnel functions associated with preparing and maintaining position descriptions and manual records, personnel classification or usage, quality force management, managing personnel records and researching record data.
Experience in operating a computer and using varied computer programs.
KNOWLEDGE, SKILLS AND ABILITIES:
Skill in collecting and analyzing data effectively, efficiently, and accurately.
Ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication.
Ability to write English in reports and presentation formats.
Ability to communicate clearly and effectively.
Skill in presenting formal training presentations and briefings.
Ability to assess body language and perceive emotional and/or distress levels.
Skill in applying procedures and directives by reading and interpreting program material.
Knowledge of the overall requirements, objectives, practices, and peculiarities of the assigned program area, sufficient to advise subordinate personnel or lower echelon entities on assigned actions or cases.
Knowledge of respective automation systems and their interrelationship with other personnel and medical systems.
Knowledge of military personnel administration and related policies, regulations, and procedures; ability to interpret and apply regulations and precedents to perform a complete analytical review of records and case documentation; and ability to identify discrepancies and validate recommendations or alternatives to situations encountered.
Knowledge of requirements for proposed action to ensure by evaluative methods that documentation is correct and sufficient and that all levels of legal, medical, pay, and administrative review are complete.
Ability to deal cooperatively with others to obtain needed information, to complete required case processing, and to explain decisions or recommendations to interested parties.
Skill in compiling information, preparing reports, and analyzing data/products.
Ability to coordinate, plan, organize, and direct work.
Knowledge of military organizational structure/hierarchy and their respective duties and responsibilities, protocol, and similar matters.
COMPATIBLE MILITARY ASSIGNMENT: All applications will be considered regardless of AFSC. Incumbent will be required to be assigned to compatible military position within 1 year of selection. The selected individual may be required to attend formal technician school training.
