This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a Program Officer for various ACAT I, II and/or III programs within the Project/Product Managers (PM) Office and is delegated the authority and responsibility to ensure the integration of the various functional areas within the PMO.

Duties

Coordinates and develops procedures relating to financial management, acquisition, implementation, distribution, and logistical support for the hardware, software, supplies, and services required by the project in support of Foreign Military Sales. Identifies CH-47 aircraft and the associated total package approach requirements necessary to meet foreign partner capability needs. Assist in the preparation of Requests for Proposal, Statements of Work, Contract Data Requirements Lists, specifications, acquisition plans and evaluations plans. Reviews input from team leaders for appropriateness of requests, availability of resources, and compatibility with the integrated logistics effort. Perform contract administration by conducting contractor programs reviews, approving data items, waivers/deviations, and engineering change proposals.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.
  • You will be required to provide proof of U.S. Citizenship.
  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectees must meet position requirements for certification at the Advanced level in the Acquisition Career Field Program Management within 48 months of entrance on duty.
  • The duties of this position require submission of, on an annual basis, OGE 450, Confidential Financial Disclosure Report.
  • Business travel required up to 25% of the time.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position is a Critical Acquisition Position Key Leadership position and requires a 3-year tenure agreement. Selectee must sign DD Form 2888 and execute, as a condition of employment, a written tenure agreement.

Qualifications

This position is subject to a salary control point equivalent to the GS-14, step 10 base salary. Therefore, the salary for the position will be set within a range from $127,073 to $165,197 including locality. You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience is defined as: 1) Provide oversight for complex acquisition programs; 2) Liaise to external organizational stakeholders to provide guidance on decisions that impact acquisition projects; and 3) Prepare reports to senior leaders in order to identify issues and progress in issue resolution. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03)/GS-13.
