The primary purpose of this position is: To plan and direct the conduct of comprehensive knowledge operations management analyses/studies of a wide diversity of organizations, functions, and work processes, and provide management consultation to improve effectiveness and efficiency for the installation through subordinate supervisors.
Duties
Plans, organizes, overseas, and provides strategic leadership for the activities of the Knowledge Operations Management (KOM) programs, ensuring that the office complies with legal and regulatory requirements and meets Wing and Installation needs. Directs, administers, and manages the daily operations and supervision of subordinate supervisors and staff for KOM programs of 1) Records Management (RM), 2) Freedom of Information Act (FOLA) (5USC & 552), 3) Privacy Act (PA) (5 USC & 522a), 4) Electronic Communications, 5) Official Mail Management (OMM), 6) Postal Service Center (PSC), 7) Publications and Forms Management, and 8) Enterprise Information Management (EIM).
Exercises supervisory personnel management responsibilities. Advises staff regarding policies, procedures, and directives of higher-level management or headquarters.
Represents Knowledge Operations Management with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with MAJCOM and command counterparts, United States Central and Special Operations Command counterparts, Wing, Associate Wing, numerous tenants, Legal, United States Postal Service representatives, and unit functional representatives.
Provides management advisory services to top-level managers concerning records management, freedom of information act, privacy act, base staging area, electronic communications, official mail management, postal service center, enterprise information management, and publications and forms management. Keeps Commander informed of new Congressional, OSD, and Air Force initiatives in areas of service provided by the office that could result in significant legal or procedural changes throughout the organization and/or installation.

- A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.

- Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbent must be removed from their military recall status if alternatives for filling the position during an emergency are not available.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes performing management oversight for the Knowledge Operations Management function consisting of the base's Records Management, Freedom of Information Act, Privacy Act, Base Staging Area, Electronic Communications, official Mail Management programs and provides support to partners, United States Postal Service, and/or general public.

EDUCATION: Successfully completed a Ph.D or equivalent graduate degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. COMBINATION OF EXPERIENCE AND EDUCATION: I have a combination of specialized experience and education. A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Ability to plan, organize, and conduct detailed management analytical studies to define problems, identify deficiencies, and develop solutions that enhance the effectiveness of the communications squadron's customer support.
Ability to plan, organize and direct the functions and staff to include mentoring, motivating, and managing the performance of subordinates, directly or with the assistance of staff as well as applying personnel management regulations, practices, and procedures.
Expert knowledge of Enterprise Information Management, Electronic Communications, Records Management, Freedom of Information and Privacy Act programs, Official Mail Management, and Publications and Forms Management.
Skill in handling the most complex customer complaints or inquires as well as briefing objectives, strategies, and other concepts and implementing a full-range training program.
Knowledge of Internet technologies, Microsoft SharePoint, financial, common budgetary practices, resource management procedures, contracting procedures, safety, security, and EEO regulations, practices and procedures.
Ability to communicate effectively both orally and in writing and to make presentations, reports, and provide technical info.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
