Duties

The primary purpose of this position is: To serve as the Deputy Director of the Force Structure, Requirements, Resources, and Strategic Assessment Directorate at a Combatant Command (COCOM), sharing with the Director, a two-star general officer, the full scope of responsibility for managing the activities of the Directorate. Represents the Director officially, and when acting for the Director, possesses the same authority and prerogatives. Duties: Serves as the "alter ego" for the Director of the Force Structure, Requirements, Resources and Strategic Assessment Directorate at a COCOM, planning, organizing, and managing the activities of the Directorate. Exercises supervisory personnel management responsibilities. Represents the Force Structure, Requirements, Resources and Strategic Assessment Directorate with a variety of command and functional area organizations. Participates in special projects and initiatives and performs special assignments to include long-term planning, programming, resourcing, functional/technical advice and guidance, and continuity of management. Serves as USSOCOM Subject Matter Expert (SME) of the Planning and Programming phases of the DoD Planning, Programming, Budgeting, and Execution (PPBE) cycle.

  • This is a Centrally Managed Position in the Operations Career Field. PCS will be paid in accordance with JTR Vol. 2 and applicable Air Force Regulations.
  • "This is a Supervisory Position." A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement.
  • Employee may be required to submit an initial and annual OGE/SF-450 (Financial Disclosure), in accordance with the Joint Ethics Regulation

Qualifications

Condition of Employment (Cont'd): Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. A favorable suitability determination is required before appointment. This position is designated as a Test-Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment, the incumbent is to refrain from use of illegal drugs and, if requested, submit to urinalysis testing. Selectee must sign a statement acknowledging the position occupied is TDP. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis series 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes knowledge of Planning, Programming, Budgeting and Execution functions, operations, policies, procedures, and practices and the concepts, theories, and practices of the specialist work performed in the subordinate organizations; Knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures; and Knowledge of the COCOM organization, programs, missions, goals, and functions of DoD, Services, and Joint organizations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Planning, Programming, Budgeting and Execution functions, operations, policies, procedures, and practices and the concepts, theories, and practices of the specialist work performed in the subordinate organizations. Knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures. Knowledge of the USSOCOM organization, programs, missions, goals, and functions of DoD, Services, and Joint organizations. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. A high degree of written and verbal communication skills to effectively communicate with senior-level leadership within and outside the DoD. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
