The primary purpose of this position is to serve as Chief, Programming Division, and supervise and manage Headquarters, United States Special Operations Command's Program Objective Memorandum (POM) development process consisting of all resources for all Active, Reserve, and civilian component Special Operations Forces (SOF) totaling over 68,000 personnel.

Duties

Conducts resource program development, evaluation, and defense in support of the USSOCOM Program Objective Memorandum (POM). Serves as the command's primary interface working all POM issues with the Assistant Secretary of Defense for Special Operations and Low Intensity Conflict (ASD (SO/LIC)), OSD staff, Joint Staff, and the Services. Serves as USSOCOM Subject Matter Expert (SME) of the Planning and Programming phases of the DoD Planning, Programming, Budgeting and Execution (PPBE) cycle. Provides comprehensive program analysis for resourcing of USSOCOM acquisition, manpower, operational, and support requirements. Develops recommendations and presents program resource briefings to senior decision makers. Plans, organizes, and directs the activities of J8-P, ensuring that J8 complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Supervises and manages the USSOCOM Programming division consisting of three subordinate branches authorized sixteen total personnel.

  • Must be able to obtain and maintain a Special Sensitive/SCI clearance. Incumbent has recurring access to classified information.
  • This position is designated as Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in the TDP, the incumbent is to (a) refrain from the use of illegal drugs (con't)
  • and (b) if requested, submit to urinalysis testing. The selectee must sign a statement acknowledging this position occupied is identified as a TDP.
  • Work may require travel away from the normal duty station on military and commercial aircraft.
  • The employee may be required to work other than normal duty hours.
  • "This is a Supervisory Position." A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of the theory, principles, and applications of DoD PPBE, the DoD and USSOCOM SPP, and DoD acquisition and life-cycle management. Mastery of the POM development schedule and its execution. Detailed knowledge and skill in formulating and consolidating program resourcing decisions for use in POM and budget documents, recurring issue and review cycles, and out-of-cycle reprograming and resourcing negotiations. Expert knowledge of: USSOCOM missions, programs, and resources; the sequence and timing of key program events and acquisition milestones; and methods of evaluating program and resourcing effectiveness. Knowledge of USSOCOM organizations and key administrative functions and their relationship to resource programming. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Comprehensive knowledge of DoD PPBE principles, the USSOCOM SPP, and DoD acquisition and life-cycle management policies and procedures. 2. Knowledge of USSOCOM command goals and functions; mission objectives; program resources; and resourcing policies, precedents, and guidelines. 3. Skill in: stratifying resources against approved programs; planning, presenting, and executing program budgets; analyzing impact of budget actions on programs; and forecasting accurate long-range funding requirements. 4. Skill in verbal, written, and/or visual explanation, presentation, and defense ofresourci.ng information. 5. Ability to establish and maintain productive working relationships with key individuals and groups internal and external to the organization. 6. Ability to organize and lead. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
