Duties
The primary purpose of this position is: To serve as first level supervisor to the Headquarters, U.S. Central Command (HQ USCENTCOM) Civilian Harm Assessment and Investigation Program. Providing managing, planning, organizing, and performing all duties associated with the effective execution of the Command's mission directing and enabling military operations and activities with allies, partners to increase regional security and stability in support of enduring U.S. interests.
Plans, organizes, and oversees the Civilian Harm Mitigation and Response activities within the Joint Fires Element Division. Develops goals and objectives that integrate manpower and organization office objectives in support of United States Central Command's Theater Campaign Plan
Exercises supervisory personnel management responsibilities
Develops goals and objectives that integrate Department of Defense (DoD) strategic guidance and procedures with civilian harm mitigation and response policies and authorities
Leads all CHMR initiatives for USCENTCOM conducting extensive research, reviews, and analysis of submitted CHMR requirements and provides planning and programing decisions to HQ USCENTCOM
Coordinates and executes Civilian Harm Assessments Civilian Harm

- Position requires accompanying the HQ USCENTCOM staff and performing assigned duties in both exercise and actual wartime situations; this may require operation in both field conditions and a combat zone
- This is a Centrally Managed position under Operations career field as a GS-15
Qualifications
Position is designated special-sensitive, and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI) based on a Tier 5 investigation. A non-disclosure agreement must be signed.
The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve.
This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.
This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Managment Positions, Management And Program Analysis series 0343.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of DoD and HQ USCENTCOM headquarters organization, vision, strategy, authorities, and missions, to effectively integrate civilian harm mitigation and response activities to achieve organizational and National level objectives; extensive experience in U.S. military targeting and fires planning and operations to include DoD civilian casualty mitigation tactics, techniques, and procedures; experience with military intelligence and the broader U.S. Intelligence Community to understand and assist subordinate staff with coordination and integration with the Joint Staff, OSD, across Geographic Combatant Commands and Subordinate Commands.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Comprehensive knowledge of DoD and HQ USCENTCOM headquarters organization, vision, strategy, authorities, and missions, to effectively integrate civilian harm mitigation and response activities to achieve organizational and National level objectives
Extensive experience in U.S. military targeting and fires planning and operations to include DoD civilian casualty mitigation tactics, techniques, and procedures
Experience with military intelligence and the broader U.S. Intelligence Community to understand and assist subordinate staff with coordination and integration with the Joint Staff, OSD, across Geographic Combatant Commands and Subordinate Commands
Expert ability to plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures
Advanced knowledge of program management principles, qualitative and/or quantitative methods, tools, concepts methodologies, to recognize and analyze facts and problems, conduct research, draw reasonable conclusions, summarize results, identify changes and trends and make appropriate recommendations to make improvements or solve problems
Ability to plan, organize, and direct the functions and mentor, motivate, and evaluate the staff of an organization through subordinates within USCENTCOM HQ and its Components. Ability to communicate effectively both orally and in writing, with technical accuracy; discuss and negotiate complex issues; and maintain good working relationships
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
