You will serve as a FINANCIAL TECHNICIAN in the FINANCIAL MANAGEMENT, SUPPLY & FACILITIES DEPT. of UNDERSEA WARFIGHTING DEV CTR DET SAN DIEGO.
Duties
You will serve as the Command Government Purchase Card (GPC) holder.
You will procure products and services at the best price through delivery orders or small purchase procedures.
You will maintain purchase request documents and purchase card transactions to support program audit readiness.
You will manage the initial purchase of supplies until the purchases are certified and paid.
You will perform duties involving the Government Travel Card (GTC) Program to include tracking all delinquencies.
You will be the Defense Travel Systems (DTS) Certifying Official.
You will coordinate with other commands in the execution of cross-organizational funding.
You will assist command personnel in the management of contract administration as necessary.
You will monitor funds expenditures versus timeline of task accomplishment.
Requirements
- Must be a US Citizen.
- Must be determined suitable for federal employment.

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- Males born after 12-31-59 must be registered for Selective Service.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
FOR THE GS-08:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience independently planning, designing and carrying out work, setting priorities and scheduling work as necessary to assure effective and expeditious accomplishment of priority work.
Experience utilizing Command Government Purchase Card (GPC) program and Government Travel Card (GTC) Program to determine, validate, analyze and resolve discrepancies.
Experience reviewing and approving Defense Travel System (DTS) authorizations.
Experience utilizing the Standard Labor Data Collection and Distribution Application (SLDCADA) program and Command Financial Management System (CFMS).
Experience supporting Fleet Logistics Center (FLC) in contract administration and in the execution of UWDC's contractual obligations.
FOR THE GS-07:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-06 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience applying knowledge of accounting, budget or other financial management methods and procedures to carry out assignments.
Experiencing reviewing purchase card and travel card transactions for compliance.
Experience maintaining fiscal accounts relating to purchase card or travel programs.
Experience resolving problems with financial management and accounting matters relevant to purchase card or travel programs.
