You will serve as a FINANCIAL TECHNICIAN in the DIRECTORATE RESOURCE MANAGEMENT DIVISION of NAVHLTHRSCHCEN SDIEGO.
This announcement uses the Certain Personnel of the DoD Direct Hire Authority to recruit and appoint qualified candidates to positions in the competitive service.
Duties
You will resolve problems with financial management and accounting matters relevant to the Defense Travel System.
You will advise staff on overseas government travel requirements (passport and other requirements) to support organizational goals.
You will advise staff on regulations that govern DoD travel processes to include Joint Travel Regulations (JTR), Financial Management Regulation, Department of Navy, Bureau of Medicine and Surgery, and internal directives and policy.
You will perform budget analysis task in support of the Financial Directorate
You will provide to management regarding program status, potential issues, status of travel.
You will respond to data calls from the comptroller.
You will brief managers to provide financial information and status updates.
You will serve as the Agency/Organization Program Coordinator for the Government Travel Charge Card (GTCC) program.
Requirements

- This is a Financial Management Level 1 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
To qualify for the GS-09 grade level, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-08 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience creating and tracking travel orders in an automated travel system
Experience performing maintenance functions within an automated travel system (e.g., creating, editing, and deleting routing lists, Lines of Accounting, and cross organization funding
Experience advising staff on regulations and policy that govern domestic and overseas travel requirements
Experience briefing managers to provide financial status updates related to a travel program
Experience tracking balances, ensuring timely liquidation, auditing accounts for travel charge cardholder issues
To qualify for the GS-08 grade level, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience creating reports from an automated travel system
Experience assisting with requests for travel overseas
Experience responding to questions on regulations and policy that govern a travel program
Experience briefing managers to provide financial information related to a travel program
Experience initiating action and filing reports for travel charge cardholder issues
