You will serve as a Financial Technician in the NAVHLTHRSCHCEN SDIEGO.
This announcement uses the Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense to recruit and appoint qualified candidates to certain positions in the competitive service.
Duties
You will utilize accounting systems and policies.
You will verify, maintain and reconcile accounting data.
You will examine documents for accuracy and adequacy.
Requirements

- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector:
- Utilizing integrated federal financial management systems and sub-systems to extract data, identifying and resolve system problems, and maintain data integrity pertaining to time and attendance, pay, payroll records, and completion of reports for civilian employees of the Federal Government using the Navy Enterprise Resource Planning (ERP) and Standard Labor Data Collection and Distribution Application (SLDCADA) system.
- Anticipating and meeting the needs of both internal and external customers. Delivers high-quality products and services; is committed to continuous improvement.
- Demonstrating skills in the preparation, review and reconciliation of financial statements and financial reports to meet reporting requirements and to support management decisions. Knowledge of Standard Accounting Reporting System Field Level (STARS-FL), Work Years and Personnel Cost (WYPC) system, Financial Planning System (FPS), and Summarized Management Analysis Resource Tool (SMART).
- Utilizing job-relevant information systems and/or software applications, such as word processing, spreadsheets, automated research tools, database applications and the internet.
- Identifying and analyzing problems; weighs relevance and accuracy of information; seeks/generates and evaluates alternative perspectives/solutions; makes timely/effective recommendations, based on potential implications of findings or conclusions. Critically evaluates to identify the causes of problems and chooses courses of action that balance the interests of the mission and stakeholders.
- Researching and analyzing information related to accounting, auditing, budgeting or other financial management activities to ensure the accuracy of transactions.
