You will serve as a MANAGEMENT ANALYST in the Operations, Plans and Policy of BUREAU OF MEDICINE AND SURGERY.
Duties
You will develop and prioritize formal Naval Expeditionary Health Service Support (NEHSS) policy doctrine and training requirements.
You will ensure quality control on products delivered.
You will develop effective project management plans for all initiatives with guidance from supervisors and will report status to chain of command in briefings.
You will oversee all policy, doctrine and training activities in order to direct needed actions or recommend actions to the Director.
You will facilitate periodic reviews of current policy and doctrine to ensure support of mission requirements and apply wide range of qualitative and/or quantitative measures to assess and improve policy and/or doctrine effectiveness.
You will possess a comprehensive knowledge of Naval (Navy and Marine Corps) and Joint doctrine supporting warfighting domains to sustain health services.
You will have a thorough understanding of the integrated force capabilities, Joint and Naval, policy is required to frame strategic objectives to enhance future expeditionary health services sufficiency and proficiency.
You will possess a mastery of knowledge of management and policy analytic processes to manipulate multiple complex program assessments and coordinate the interrelationships needed for decision making.
You will direct policy development and planning, establishes priorities, monitors, and measures performance, and oversees program improvement for these programs.
You will demonstrate strong analytical and problem-solving skills, along with the ability to communicate complex concepts effectively to diverse audiences.
You will have a comprehensive familiarity of the health care environment (DoD, DoN, federal, civilian) including changes and trends in the health care policy as it applies to expeditionary medicine.
You will understand federal fiscal systems and processes and the military health e system hierarchy to make decisions. Clear understanding of funding lines of authority including different appropriations supporting operational readiness.
You will have the ability to facilitate groups or teams, Executive and managerial level, using performance improvement and program management methods to gain consensus.
You will utilize analytic techniques to evaluate decisions and drive strategic initiatives.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized.
Qualifications
GS-14
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Communicating complex concepts effectively to diverse audiences.
Using fiscal systems and processes and the military health system hierarchy to make decisions with a clear understanding of funding lines of authority including different appropriations supporting operational readiness.
Implementing and analyzing policy and procedures to frame strategic objectives to enhance future expeditionary health services sufficiency and proficiency.
