About the Position: Serves as the installation Personal Financial Readiness (PFR) Specialist under the supervision of the Financial Readiness Program Manager at a large or medium garrison and the Army Community Service (ACS) Division Chief at a small garrison.
Duties
Plans, develops, implements, and evaluates comprehensive, basic, and intermediate level services addressing FRP, money management, consumer affairs, and emergency financial services.
Responsible for handling and resolving complex client problems and utilizing outside agencies and contacts to assist clients with resolutions.
Consults and briefs Commanders, installation leadership and community stakeholders to keep them informed of local financial and consumer issues.
Responsible for written correspondence associated with all program responsibilities.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Obtain and maintain a relevant nationally recognized professional certification that prepares the individual to provide factual, unbiased financial education and counseling, pursuant to implementing guidance issued by the Secretary of the Army.
- The duties and responsibilities of the job require the incumbent to exercise judgment in making or recommending Government decisions or actions which have an economic impact on the interest of nonfederal enterprises as defined.
- This position may require Temporary Duty Travel (TDY) up to 10%. Work may occasionally require travel away from the normal duty station.
- Incumbent is required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually thereafter, in accordance with DoD Directive 5500-7-R.
- May occasionally be required to work other than normal duty hours.
- May be required to lift and/or carry up to 25lbs

In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience GS-11: One year of specialized experience which includes providing financial counseling services and analyzing client's financial needs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as business administration, accounting, economics, or finance management. (Note: You must attach a copy of your transcripts.).
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
