About the Position: Responsible for managing the Equal Employment Opportunity (EEO) complaints processing program at USAG Fort Belvoir, Virginia.

Duties

Review, analyze, and evaluate EEO program initiatives and activities to identify barriers Plan, prepare, develop, implement, and monitor the Management Directive 715 Report. Manage and administer the EEO informal and formal complaint process in accordance with current guidelines Work closely with Equal Employment Opportunity Complaints (EEOC) Administrative Judges, IRD investigators and Labor Counselors.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance for the duration of employment.

Specialized Experience GS-11: One year of specialized experience which includes experience counseling and performing investigations of discrimination complaints within a Federal Equal Employment Opportunity Program, providing assistance to management officials regarding affirmative responsibilities, and processing a variety of complaints, ensuring compliance with applicable laws. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Equal Opportunity Law. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Specialized Experience GS-12: One year of specialized experience which includes experience researching and utilizing the laws, regulations, policies and practices of a Federal Equal Employment Opportunity Program such as; Office of Personnel Management, Equal Employment Opportunity Commission, Merit Systems Protection Board, Civil Rights, EEO laws Code of Federal Regulations, Court decisions, Army Regulations and management directives to adjudicate, adjust and appeal EEO complaints. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement for GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). Time in Grade Requirement for GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
