This position is located in the Division of Risk Management Supervision (RMS), Internal Control and Review Section of the Federal Deposit Insurance Corporation in Washington, D.C.
Salary reflects a pay cap for this position of $275,000.

Duties
Manages and directs the Division’s internal review program, including all matters involving enterprise risk assessments, operational and compliance reviews, and audit liaison work to ensure appropriate and effective internal controls for risk mitigation are in place throughout the Division. Manages the Section’s oversight of FOIA responses.
Oversees the development, implementation, and maintenance of policies and procedures concerning the Division’s Enterprise Risk Management Program and Internal Review Program.
Oversees the planning and preparation of written reports for operational and compliance internal reviews.
Oversees the development and production of the Division Director’s annual Assurance Statement to the FDIC Chairman.
Serves as RMS’s point of contact for all audits and evaluations performed by the FDIC Office of Inspector General (OIG) and the Government Accountability Office (GAO) as it relates to sensitive business line activities. Reviews and approves audit and evaluation draft response(s) on complex banking and corporate matters from program staff. Engages with the Chief Risk Officer (CRO), Chief Operating Officer (COO), or Chief Financial Officer (CFO) on topics that may result in undue public security or cause reputational harm to the FDIC.
Conducts, reviews, and prepares formal reports detailing findings and recommendations concerning the effectiveness and efficiency of field, regional, and Washington Office operations. Assesses compliance with established policies and procedures and recommends corrective actions and operational improvements. Identifies best practices that would enhance operations and assists with implementation plans as requested. Monitors the implementation of recommendations or corrective actions and evaluates effectiveness of changes as appropriate.
Develops appropriate procedures and evaluation guidelines to execute a comprehensive internal review program. Directs a subordinate staff in carrying out a variety of project assignments and specific studies that may cross organizational and functional lines. Establishes the priority of recommended actions resulting from the findings. Determines priorities, assigns tasks and projects, sets expectations and deadlines, and adjusts assignments and priorities to address changing needs of the Division. Works with team members in the selection of appropriate problem-solving methods and techniques and assists in identifying the parameters of viable solutions.
Exercises supervisory personnel management authority and performs the full range of performance management duties to include: planning, assigning, and reviewing work products of subordinates; establishing guidelines and performance expectations; and evaluating work performance and providing feedback to others on their performance. Identifies training and developmental needs for staff and provides regular recognition of staff. Works in collaboration with the appropriate Human Resources and Legal staff to administer disciplinary action. Hears and resolves grievances or other disputes as appropriate. Approves/disapproves requests for leave, telework, travel, training, etc.

Qualifications
To meet the minimum qualifications, applicants must possess the leadership and technical experiences listed below. These qualifications would typically be gained through serving in roles that require managing projects/teams or guiding the technical work of others.
Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, skills, and abilities, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Leadership Experience: Experience in leading and coordinating projects, including establishing expectations, reviewing work products/services, monitoring progress, and providing guidance and feedback to team members.
Technical Experience: Experience in developing internal control and review programs, corresponding and collaborating on audits with program personnel, tracking corrective action milestones, creating reports, and sharing feedback, recommendations, and program updates with leadership.
