This vacancy is for a GS-1712-13, Training Specialist located in the Department of Homeland Security, U.S. Coast Guard, TRACEN YORKTOWN MARINE INSPECTION and INVESTIGATION SCHOOL. Duty station is located in Yorktown, VA.
Duties
You will serve as a Training Specialist and be responsible for designing, developing, revision, and conducting courses under the Marine Inspection/Investigation School (TPII), which also includes establishing training criteria to meet organizational requirements, formulating training plans, assess program effectiveness, and developing improved curricula. Serves as a liaison with program staff at the Office of Investigation (CG-INV) and Office of Commercial Vessell Compliance (CG-CVC).
Qualifications
Individual Occupation Requirement (IOR): Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:
Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
Supervising or administering a training program.
Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.

Minimum Qualifications
Applicant must have one year of specialized experience equivalent to the GS-12 grade level (in the federal service). Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
Examples of specialized experience include:
Experience on vessel hulls, vessel load lines, vessel construction and applicable standards
Interaction with vessel owners or masters on required corrective actions
Experience investigating deaths, injuries, property loss, and environmental damage in the maritime industry determine the associated human performance, equipment, and environmental casual factors and making critical safety recommendations to prevent recurrence.
Experience investigating merchant mariner negligence, misconduct, incompetence, and dangerous drug use leading to appropriate remedial suspension or revocation.
Experience investigating criminal and civil offenses for assessment of civil penalties or referral for criminal prosecution.
Interaction with members of various law enforcement groups, maritime companies, ship pilot associations, and federal and local government agencies.
Assisting in development, maintenance, and review of applicable agency aids, job aids, tactics, techniques and procedures and other identified performance support interventions.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
