About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at historic Fort Liberty in Fayetteville, North Carolina. Fort Liberty the home of the national premiere Special Operations and Airborne Forces.

Duties

Serves as a Security Specialist for a full range of security functions to include security postures, information, personnel, documents, operations, and physical security. Conducts evaluations in the areas of, information, physical, and personnel security. Provides training in all aspects of security for managers and employees assigned to the organization. Serves as principal action officer for administration of the National Industrial Security Program (NISP) for the Brigade. Serves as TOP SECRET Control Office for the Brigade. Responsible for the overall administration and control of the Brigade’s Personnel Security Program to include all actions pertaining to and concerning security clearances in accordance with DoD and Army Regulations. Serves as the Special Security Officer (SSO), for the Brigade. Responsible for Special Compartmented Information Facility (SCIF) and Tactical Sensitive Compartmented Information (T-SCIF) operations.

Requirements

  • Deployable – a pre-employment physical is required, and annually thereafter
  • This position has been identified for the Security Professional Education Development (SPeD) Certification Program. (For additional details - See Qualification information below)
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • Must be able to obtain and maintain a TOP SECRET (TS) security clearance with eligibility for Sensitive Compartmented Information (SCI) based on a T5 (or equivalent) investigation.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • This position has a TDY or business travel requirement of 30% of the time to various CONUS and OCONUS locations. This may require travel on military aircraft, ships, and vehicles.
  • Must be willing to submit to Counterintelligence Polygraph if required.
  • May be subjected to short notice recall.
  • Must be able to deploy to support organizational mission objectives.
  • May be required to work uncommon tours of duty hours, working either fixed or rotating shift which may include evenings, weekends and/or holidays.

AND Experience applying SCIF and T-SCIF guidance, policy, and accreditation process. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-11). Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled.
