About the Position: This position serves as the USACE Enterprise Debris Program Manager (PM) and subject matter expert (SME)
for the USACE Debris Program.

Duties
Develop Command-wide debris mission procedures used for planning, training, exercises and events related to the Organization's role in disaster response under the National Response Framework.
Implement targeted continuous improvement methods and strategies to suit a wide variety of needs within the debris program.
Leads teams in coordination and delivering the debris mission.
Interact with FEMA and Other Federal Agencies in developing the debris mission and planning.
Provide interpretation National and Enterprise policies and procedures for implementation of the debris mission.
Coordinate with local, state, tribe, territory, FEMA, and/or Other Federal Agencies in support of debris missions and planning.
Serve as technical expert and program manager for all debris operations.
Oversee SME's that will deploy to a disaster impacted area.
Provide leadership and oversee the execution of several debris missions, in several widely dispersed geographical areas, CONUS/OCONUS.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must obtain and maintain SECRET clearance.

In order to qualify, you must meet the EXPERIENCE requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes; Providing support of debris missions under the National Response Framework (NRF). Providing oversight of Debris Program Management Plan, such as budget, training and/or execution and Coordinating timely debris missions within established policies and procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
