About the Position: This position is located within the U.S. Army Engineer Research and Development Center (ERDC), Executive Office, Directorate of Human Capital. The incumbent will work under the general supervision of the ERDC Deputy Director. The incumbent is responsible for and serves as an advisor and consultant to ERDC senior leaders on Human Capital related matters and represents the ERDC as a senior-level liaison to USACE and Army on Human Capital activities.
Duties
The Director of Human Capital position has the responsibility for strategic management of all ERDC human capital programs and initiatives.
Manages of various budgets, policies, and both internal and external human capital reporting.
Provide direct management and supervision of assigned employees through coaching, mentoring, counseling, and training or professional development opportunities.
Provides executive oversight of the acquisition of goods and services through contract and government purchase card, human capital facilities and property management, office correspondence, and visitor reception.
Has oversight responsibilities for the ERDC-Vicksburg Graduate Institute, including staffing, budget, and facilities.
Develops ERDC’s Human Capital Program through workforce strategies, programs, policies, and processes, while assuring that these initiatives are aligned with the mission, vision, and goals of the ERDC, the USACE, and the Army.
Manages the Talent Acquisition, Talent Development, Talent Management, and Human Capital Strategic Alignment programs.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is a Supervisory Position. A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

Specialized Experience: One year of specialized experience which includes 1.) strategic management of enterprise human capital programs and initiatives, 2.) leading or managing a diverse workforce, and 3.) preparing and presenting human capital data in a variety of documents and written report format. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service DJ-04(GS-14).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
This position is covered by the Science and Technology Laboratory Personnel Management Demonstration Project at the DJ-0340-05 (equivalent to GS-15). In accordance with the Federal Register Vol. 63, No. 57, dated March 25, 1998, Laboratory Demonstration Project employees must have a current average performance score of at least 2.5 or equivalent (fully successful rating) for promotion consideration."
