You will serve as a FINANCIAL TECHNICIAN in the FINANCE DIVISION of NAVY WARFARE DEVELOPMENT CENTER.

Duties

You will provide financial support on travel management, time and attendance, civilian pay, budget policy, fiscal law and financial management regulations. You will verify and reconcile accounts and accounting data. You will utilize accounting systems. You will apply knowledge of standard accounting codes, classifications and terminology. You will provide technical support of the receipts, disbursement, examination, deposit and custody of cash items. You will use cash accountability control methods. You will maintain, correct and close pay accounts for active, reserve, or retired armed forces personnel and their annuitants. You will separate service members, respond to pay inquire and review pay debts. You will perform technician work in support of budget analysis and administration such as maintaining ledgers.

Requirements

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience providing financial support on travel management, time and attendance, civilian pay, budget policy, fiscal law and financial management regulations. Experience applying a comprehensive, detailed knowledge and understanding of budgetary policies, precedents, procedures, and regulations. Experience applying intensive knowledge of administrative and financial management systems. Experience identifying, analyzing and resolving a range of budgetary problems such as development of alternative methods of funding; formulation of budget estimates for programs in which funding requirements have changed significantly. Experience applying integral knowledge of the Department-wide financial system and reporting requirements sufficient to plan and conduct financial studies and write reports; conduct financial reviews, determine compliance with generally accepted accounting and financial management principles and standards. This position requires the ability to type at least 40 words per minute. Your response to the typing skill question on the Occupational Questionnaire will be used in your qualification determination.
